Duties
Summary:
The primary purpose of this position is to serve as a Headquarters Air Education and Training Command Aviation Outreach and Resilience Program Analyst responsible for researching, planning, coordinating and evaluating Aviation Outreach and Resilience Program execution; supporting rated force development and force management programs; supporting and advancing Aviation Outreach and Resilience Programs, supporting and advancing support to remote and isolated installations, and supporting recruiting efforts for the Air Force.
Duties:
Applying Air Force Aviation Outreach, Quality of Life, and Resilience Program experience, analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of assigned major command Program.
Prepares HQ AETC and Air Force strategic documents, and participates in and/or delivers briefings, training sessions, consultations, strategy sessions, etc. with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to assigned programs.
Analyzing and interpreting data to inform decision-making and improve organizational effectiveness.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of a wide range of qualitative and quantitative methods for the assessment of critical command plans and programs and applying analytical and evaluative methods and techniques to issues and studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans and programs for Force Development innovations; searching out and implementation/development of tools, techniques and methodologies needed that will change the way Air Force learns; knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; knowledge of the acquisition process, PPBE/budget/resource management, and project/program management and analysis principles; knowledge of the various command entities involved in overall planning and execution of operations and evaluations; skill in planning, designing, and conducting comprehensive studies, and developing solutions to broad, important, and severe command operational and contingency areas; skill in researching professional and technical literature and other reference sources to maintain state-of-the-art knowledge to offer possibilities to the assigned area of responsibility; ability to plan, organize, and develop studies or projects, and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial resources, and require extensive changes in established concepts and procedures; and ability to staff/coordinate packages with Command and other agencies.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of qualitative and/or quantitative methods for assessment and improvement of Aviation Outreach, Resilience Program, and Quality of Life programs and policies, acquisition process, PPBE/budget/resource management, and project/program management and analysis principles.
Knowledge of accepted management and program management/analyst concepts, principles, and practices as they apply to organization operations, systems, and resources and ability to apply this knowledge to unconventional work assignments.
Knowledge and understanding of cultural and social issues and the impact on the rated workforce and to provide technical expert Aviation Outreach, Resilience, and Quality of Life Program advice to higher level management within AETC and HAF.
Knowledge of AF and MAJCOM Aviation Outreach, Resilience, and Quality of Life Program mission, program, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
Ability to develop, organize, manage and/or conduct complex and ambiguous research studies, present findings, options and recommendations, and implement program objectives related to aviation outreach, resilience, and quality of life programs while considering equities at remote and isolated locations.
Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
