Duties
The Director Sustainment, U.S. Army Installation Management Command (IMCOM), a subordinate organization to the U.S. Army Materiel Command (AMC), is responsible for the Mission Command and leadership of 10 U.S. Army Garrisons and 22 Terminals, Depots, Activities, and Ammunition Plants in the delivery and integration of Base Operations Support (BASOPS) services to Army Installations. The Directorate represents the IMCOM Commanding General to support command relationship in order to synchronize the AMC Commanding General's Priorities with IMCOM resourcing and support strategy. In addition, the Director provides the same supporting to supported relationship to the Commanders of AMC, U.S. Army Medical Research and Development Command (USAMRDC), Communications-Electronics Command (CECOM), Tank and Automotive Command (TACOM), Army Sustainment Command (ASC), Joint Program Executive Office Armaments & Ammunition (JPEO A&A), Aviation and Missile Command (AMCOM), Surface Deployment and Distribution Command (SDDC), and the Military District of Washington (MDW). The Director ensures the efficient and effective management of Army Installations with Senior Commanders at all 32 locations. The Director maintains communication with other Federal Agencies, and Congressional Delegations that support assigned installations. Serves on the IMCOM Senior Executive Leadership Council and provides input to the Program Objective Memorandum (POM) prepared at the AMC/IMCOM level. Rater for 32 IMCOM Directorate-Sustainment Garrison Commanders/Managers. Validates funding requirements for assigned Installations; conducts mid-year reviews and identifies unfinanced requirements; assists the IMCOM G-8 in funds control and maintenance. Develops, Implements/Initiates strategy for the assigned sites. Provides RC support and contingency operational training. Reports directly to the IMCOM Commanding General on all matters and issues related to installation management. Oversees subordinate organizations of approximately 7,266 military and civilian personnel; directly supervises personnel at the COL/GS-15 level.
Qualifications
**To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), Technical Qualification(s), and other qualifications, if applicable (such as Education - see below). (1) Mandatory Executive Core Qualification (MANDATORY SUBMISSION) (ECQ)
All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. Use the Challenge-Context-Action-Result (CCAR) Model to describe your accomplishments. You must address each ECQ separately. You are required to respond to all ECQs. Failure to do so, will result in an 'ineligible' rating. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Total ECQ write-up should not exceed 10 pages using 12pt, Arial or Times New Roman with 1-inch margins.
Please Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program (CDP) graduates, who have been certified by the OPM do not need to address ECQs. However, Current or Former SES members must provide an SF-50 showing their status or reinstatement eligibility and Candidates who have successfully graduated from an OPM approved Candidate Development Program must submit a copy of their ECQ certification.

ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
(2) MANDATORY TECHNICAL QUESTION (TQ): (MANDATORY SUBMISSION) A supplemental statement must be submitted addressing the TQ. Your TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up should not exceed 2 pages per TQ using 12pt, Arial or Times New Roman with 1-inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:
Technical Question (TQ): I possess the demonstrated ability to manage and oversee installation (base) operations (IMCOM or similar experience) to include execution of installation policies, fiscal management, human resources, quality of life (Soldier/Family programs). and public works, using requirement, resource-level, and risk. Inherent is the ability to oversee the delivery of total base operations, examine program performance, and plan and implement higher headquarters policy to move the organization toward a future state.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
