Duties

As a Lead Public Health Advisor you will: Perform expert analysis and prepare intricate, substantive study reports to cover, at a minimum, study approach and methodologies, findings, and recommendations. Perform expert analysis of collected data and findings and interpret complex legislative, regulatory, and/or policy guidance for use in managing nationwide public health programs. Serve as senior level evaluator and conduct complex evaluation studies on one-of-a-kind or controversial operating public health programs having far-reaching bureau or department-wide impact. Formulate national program and project goals, objectives, operating policies, strategic program plans, guidelines, standards, and priorities. Identify and evaluate information, data requirements, and resources to establish priorities and to maintain capacity to respond to internal and external demands. Develop and manage budgets and approve funding expenditures. Prepare, review, negotiate, and/or monitor collaborative agreements, contracts, and/or memorandum of agreement. Serve as a Team Leader and ensure that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.

Qualifications

All qualification requirements must be met by the closing date of the announcement. Minimum Qualifications: To qualify at the GS-14 grade level, you must have at least one year of specialized experience at or equivalent to the GS-13 grade level, which must include the following experience: directing and overseeing multi-functional program activities involving a broad range of public health programs that are operated domestically. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected.

College or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to Department of Education Accreditation page.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
