About the Position: This position serves as a Senior Exercise Planner for the Joint Activities located in Fort Liberty, North Carolina. Fort Liberty is co-located with Fayetteville, North Carolina, a culturally diverse city.
This is a TERM NTE 13 months position. This position cannot be made permanent. Position may be able to be extended upon review.
Duties
Serve as a liaison officer interfacing with senior leadership in order to ensure the appropriate approvals are obtained and to de-conflict operations for real-world contingencies.
Lead and oversee special operations exercises, involving each of the Geographic Combatant Commanders (GCC) on a rotating basis.
Serve as the subject matter expert (SME) and lead in the coordination and execution of complex exercises and operational rehearsals that include combatant commands and Staff.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance with Sensitive Compartmented Information SCI access.
- The work requires lifting up to 75 lbs. in the regular performance of duties. A pre-employment physical is required, and as needed thereafter.
- The position is deployable and is expected to travel OCONUS on a regular, rotating basis and/or on short notice. A physical is REQUIRED prior to EOD and as needed, thereafter. Immunizations are required for the deployed location.
- The position may require temporary duty (TDY) 30 days or less travel to various locations up to 25% of the time. May be required to spend 2-4 months DY as the LNO to a Combatant Command.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, employee must successfully pass a urinalysis screening prior to appointment and periodically thereafter.
- The incumbent may be required to work uncommon tour of duty hours, working either fixed or rotating shift which may include evenings, weekends and/or holidays.
- The incumbent may be required to work with a short notice recall.
- Term employment is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights.

Specialized Experience GS-13: One year of specialized experience which includes assisting with planning readiness operations exercises; providing advice on exercise policies and procedures; and assisting in the development of new approaches to the exercise programs for the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-13, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
