About the Position: The position is located at the Maneuver Center of Excellence (MCoE), Fort Moore, Georgia 31905. The "Maneuver Center of Excellence" is located 100 miles south of Atlanta and is adjacent to Columbus, Georgia and Phenix City, Alabama. The geography and climate are ideal for year round military training. Public transportation and free parking is available.
Duties
Maintain vendor licenses and acquisitions documents in appropriate Electronic Records Management system.
Develop active assessment program for library services and/or programs in support of the MCoE mission.
Prepare contracting requirements packages and documentation.
Maintain accurate acquisition records and oversee invoice payments.
Oversee the procurement of library items such as: books, subscriptions, copyright, and/or service and support contracts.
Evaluate the reference collection to determine materials needed, review reference collection for replacement of obsolete and worn items.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- The work of this position may require the employee to work irregular hours. Work may require working flexible work schedules in conjunction with training cycle support. Overtime work, night work, weekend work, and Holiday work may be required.
- Incumbent will be required to complete the Contracting Officer Representative training requirements.
- 5% Temporary Duty Travel (TDY) is a requirement.

Basic Requirement for Librarian: Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree; OR a total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience for GS-09: One year of specialized experience which includes experience conducting reference services, assisting with collection development/maintenance, and providing instructional services to patrons. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: successfully completion a master's degree in library science or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (NOTE: You MUST submit ALL your transcripts.)
Specialized Experience for GS-11: One year of specialized experience which includes acquisition of materials for the reference, special collections, and document sections of the library; maintaining data for input the budget submission process; and preparing reports and/or written guidelines for operational procedures/policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: three (3) full years of progressively higher level graduate education in library science or doctoral degree (Ph.D. or equivalent) related to the position from an accredited college or university. Specialized Experience for GS-12: One year of specialized experience which includes managing library procedures to include evaluation, financial management, procurement and customer assistance; prepare procurement documents for library functions such as: database use, cataloging, and personnel services contracts for vendor quotes using FEDLINK. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
