About the Position: This position is located at the Maneuver Center of Excellence (MCOE), Ft. Benning, Georgia 31905. The Maneuver Center of Excellence" is located 100 miles south of Atlanta and is adjacent to Columbus, Georgia and Phenix City, AL. The geography and climate are ideal for year round military training. Public transportation and free parking is available.

Duties

Interviews and interacts with customers, library specialists both government and civilian, other government professional and private sector organizations, to establish user needs and requirements via in library contact, phone, mail or email. Advises and trains staff on reference matters to include answering users requests general in nature, conducting extensive searches for information and materials, using standard reference tools, automated systems, library databases and the Internet. Assigns and establishes work schedules or assignments based on priorities and mission, develops/evaluates performance standards, recommends awards, approves/disapproves leave, effects disciplinary actions and measures as appropriate. Serves as Subject Matter Expert (SME) in Technical Services. Establishes providing guidance to library staff, establishing classification, and cataloging and collection development procedures for library materials. Reviews work for compliance of withdrawal, salvaging or rebinding. Coordinates with the Librarian in charge of Acquisitions and library management to develop, review, evaluate and select materials that support the library program and the installation mission and Programs of Instructions (POI) requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 5% of the time.
  • Incumbent must be able to obtain a Contracting Officer Representative training certificate within 6 months from date of appointment.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.

To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. (Note: You must submit a copy of your transcripts.) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) assisting in the development of library policies and procedures; 2) using library automation to solve highly complex problems within the functions and to manage the library system; AND 3) Integrating digital library holdings with existing collections. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).
