About the Position: Provides specialized FAP knowledge and technical guidance to the Morale, Welfare, and Recreation (MWR), Army Community Services (ACS), staff and major subordinate commands in program development, implementation, management, and evaluation.

Duties

Plans, develops, disseminates and executes MWR, ACS policy guidance and regulatory standards for family advocacy program services delivery Uses reports and surveys to analyze MWR, ACS installation and garrison program resources, personnel, and facility requirements. Responsible for establishing, implementing, and maintaining an Exceptional Family Member Program for Family Members of active duty sponsors who have physical, developmental, emotional, or intellectual impairments/disabilities. Establishes and maintains relationships among the components in order to ensure delivery of integrated program services, and monitor compliance with public laws mandating education and related services to individuals with impairments or disabilities.

Requirements

  • Incumbent may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Background checks against all records as required by law, OPM, DoD, and Army policy and regulation will be conducted, prior to entering on duty in the position IAW governing regulations.
  • In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Incumbent occasionally may be require up to 15% TDY travel away from the normal duty station on military or commercial aircraft.
  • Incumbent may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • This position may require participation in a 24-hour rotation On-Call emergency coverage.
  • State Criminal History Repository check is required for all states of residence in the past 5 years.

Basic Requirement for Family Advocacy / Exceptional Family Member Program Coordinator: Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position. OR Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes providing services in support of special education and health needs of family members with behavioral and/or social concerns; AND (2) assisting in the advisement of soldiers and/or family members on resources and/or services involving special medical or education needs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Psychology, Sociology, Counseling. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
