About the Position: The incumbent, will serve as Chief for the Medical Expense and Performance Reporting System (MEPRS) Branch for a major Military Treatment Facility (MTF). Work involves analyzing financial data to produce cost analysis for the consolidation of medical subspecialties and managing manpower and personnel practices. The work managed and produced at this level influences manpower and budget decisions at the headquarters level.
Duties
Review the accuracy of statistical data recording that assigns cost factors to work centers.
Analyze various reports for cost distribution.
Develop Medical Expense and Performance Reporting System (MEPRS) policies.
Ensure data compliance with regulations.
Facilitate data quality assurance workgroups.
Develop complex studies communicating data comparisons to justify budget decisions.
Provide guidance to employees on administrative matters.
Resolve employee complaints.
Monitor position vacancies within the department.
Initiate minor disciplinary actions such as warning and reprimands.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 2 security investigation or access for the duration of employment. A background investigation and credit check are required.
- This position may have mandatory seasonal Influenza vaccination requirements and is subject to annual seasonal Influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
- Immunization screening may be required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
- This position may require the incumbent to have Tuberculosis testing.
- This position is designated as moderate risk involving Public Trust. Appointment to this position is subject to a background investigation including a credit check to determine suitability for Federal employment and/or the position.
- This position may require the incumbent to complete a one-year supervisory probationary period.

Specialized Experience: One year of specialized experience which includes preparing and/or managing manpower and/or budget reports for an organization; utilizing automated systems to input expense and/or personnel data; identifying, developing, and/or implementing methods for improvements; preparing financial reports using financial systems; managing personnel actions for subordinate support staff; and assisting with workload distribution of subordinates. This definition of specialized experience is typical work performed at the next lower grade/level position in the federal service (GS-12).
