Duties

You will be responsible for pre and post awards, administration and closeout of a variety of contracts to include fixed price, fixed price with economic price adjustment, time and material contracts, and labor hour contracts. You will use the automated Procurement Desktop Defense System (PD2)/Standard Procurement System (SPS) to prepare and issue contracts, purchase orders, task orders, delivery orders, contract modifications, and issue amendments. You will alert the procurement chief, supervisor, and customer of any improper funding cites, missing waivers, certifications, approvals or compliance required for the purchase. You will develop solicitation with appropriate clauses with well-defined statements of work and award factors. You will use E-business systems and automated tools to promote standardization, efficiency, and transparency. You will evaluate offers based on technical qualifications of the contractors with price, responsiveness, past performance, technical factors, delivery and transportation charges, etc. You will perform cost analysis with the assistance of the Procurement Chief and/or the Senior Contracting Specialist. You will determine the ability of the proposed contractor to perform based on historical records, formal pre-award surveys and past performance ratings in Contractor Performance Assessment Reporting System (CPARS). You will assist in conducting pre-award conferences to ensure all technical questions are adequately answered and post-award conferences to assure the selected contractors has an understanding of his/her responsibilities. You will negotiate price, terms and conditions of the contract. You will monitor and resolve all issues that arise from date of award through contract payment to closeout. You will draft award documents to present to a contract board of awards or source selection authority for approval. You will prepare written solicitations that include provisions and clauses in the correct format for the type of acquisition. You will analyze contractor past performance to evaluate responsibility by investigating the soundness of the firm's credit and financial position. You will recommend to the Procurement Chief issuing cure notices, show-cause notices when the contractor is not in compliance with contract provisions and clauses. You will prepare termination files for use in contract termination actions, including amounts paid, audit reports, product rejections, and other related documentation. You will conduct market research via the Internet, verbally, or through written solicitation executed utilizing the automated Procurement Desktop Defense System (Standard Procurement System [SPS]). You will review official contract files to determine all actions are satisfied, no pending administrative and litigation actions pending, all file documents are present and signed, all ancillary files complete, and ready to be closed. You will verify that the supplies or services have been reviewed and accepted by the requisitioning activity and the invoice agrees in every aspect with the contract. You will modify the contract to remove unliquidated funds, research and evaluate contract files and other documents, and verify delivery, receipts, and acceptance.

  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • You will be required to possess and maintain a current valid United States driver’s license.
  • This position is eligible for part time, full time or ad-hoc telework at the discretion of management.
  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
  • You will be required to complete training, obtain, and maintain a government credit card with travel and purchase authority.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

GS-09: I have one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector Using automated systems to generate and prepare solicitations, contracts, purchase/delivery orders, contract modifications, pre/post-award, and other contractual documents regarding the procurement of supplies, services, rentals, and maintenance services that are within Federal Acquisition Regulation (FAR) guidelines. GS-07: I have one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the federal service or equivalent experience in the private or public sector assisting in the administration and closeout of a variety of contracts and acquisition procedures, such as cost and price analysis, negotiation, and planning of contracts. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. This a Defense Acquisition Workforce position that requires a Contracting, Foundational acquisition certification. The incumbent has 36 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 5000.66. Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DoDI 5000.66. Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. Failure to meet these requirements could result in disciplinary action and/or removal from employment.

Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A. 4-year course of study leading to a bachelor's degree with a major in any field OR

B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09:
I have successfully completed 2 full academic years of progressively higher-level graduate education OR

I have successfully completed a master's degree or equivalent graduate degree OR
