You will serve as a GG-2210-13 IT Specialist (INFOSEC/PLCYPLN), ensuring the Certification and Accreditation of Navy Sensitive Compartmented Information networks, IT systems, sites, applications, and networks is in accordance with all applicable directives, policy, and instructions to achieve Authority to Operate. This position is located with US FLEET CYBER COMMAND in Fort Meade, MD.
Duties
You will conduct risk and vulnerability assessments of planned and installed information systems to identify potential system vulnerabilities and to develop appropriate risk mitigation strategies.
You will perform detailed analyses of operating system software and firmware to determine necessary information system safeguards as the NSA Designated Authorizing Official (DAO).
You will analyze identified vulnerabilities, weaknesses, and potential shortfalls and ensure designs and proposed alternative patterns of actions are implemented to mitigate risks to Sensitive Compartmented Information networks.
You will review system/application System Security Plans, including all appendices, topology diagrams, residual risk statements, compliance checklists during all phases of the certification and accreditation process.
You will verify information system security features, auditing, virus detection and disaster recovery on both Intelligence Community/Sensitive Compartmented Information classified and unclassified systems.
You will oversee the processing of Certification and Accreditation packages through the full cycle of planning, analysis, implementation, maintenance, and enhancement of SSP, policies, procedures, collaboration process, and tools.
You will track, monitor, maintain, and support development of all documentation for Certification and Accreditation packages using the NSA data repository and work flow management system/processes.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

Qualifications
This position requires one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GG/GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as:
1. Perform detailed analyses of operating system software and firmware to determine necessary information system safeguards.
2. Conduct risk and vulnerability assessments to identify potential system vulnerabilities and review identified vulnerabilities, weaknesses, and potential shortfalls to develop and implement appropriate risk mitigation strategies.
3. Review Intelligence Community /Sensitive Compartmentalized Information system/application System Security Plans during all phases of the Certification and Accreditation process.
4. Verify information system security features, auditing, virus detection, and disaster recovery on both classified and unclassified systems in support of Certification and Accreditation efforts.
5. Implement policies and procedures to ensure information systems reliability and accessibility.
