Duties
You will serve as a Supervisory IT Specialist (PLCYPLN) of the Warfare Requirements (N8) Directorate, Office of the Commander at U.S. Fleet Cyber Command (FCC).
You will plan work to be accomplished by employees, set and adjust short-term priorities, and prepare schedules for completion of work.
You will assign work to employees based on priorities, selective consideration of the difficulty and requirements of assignments, and employees’ capabilities and professional development needs.
You will define and assure achievement of work quality standards.
You will evaluate employees’ work performance on a continuing basis.
You will synchronize multiple, competing, complex, and unprecedented efforts to forecast, plan, and resource the next generation of Navy’s cyber capabilities in coordination with other DOD organizations.
You will develop cyber resourcing plans, strategy, and policy to drive the development of solutions to address warfighter capability gaps or mission shortfalls.
You will assure the rigorous application of cyber policies, principles, and practices in the delivery of planning and programming requirements.
You will provide direct oversight of all N8 Directorate Planning Programming Budgeting and Execution (PPBE) activities.
You will comprehensively analyze information from multiple sources supporting Warfare Requirements and Assessments.
You will prepare new or modify previous management analyses and assessments by applying expert judgement and ingenuity in interpreting information and providing recommendations or making decisions which shapes these programs.
Requirements

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 752 level Advanced within 12 months of appointment.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You must successfully complete a Counterintelligence (CI) polygraph with No Deception Indicated (NDI).
- Travel/TDY will be required to CONUS and OCONUS sites, up to 15% of the time.
- You will be required to obtain and maintain a U.S. Passport.

Qualifications
Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of experience demonstrating this competency include: Planning, directing, and administering the work of the Directorate through analysis of workload, determination of priorities, assignment of tasks and redirection as required.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Experience demonstrating this competency include: Initiating personnel actions and interviews candidates for Division positions or reassignments relative to these positions.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of experience demonstrating this competency include: Providing direct supervision, plans, assigns and explains work requirements for new or changed programs, functions, goals or processes.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of experience demonstrating this competency include: Evaluating and recommending the objectives and courses of action to pursue in support Warfare operations and missions as established by Navy and Joint operational requirements.
In addition to my experience demonstrating the four competencies above, I have qualifying experience such as:
-Experience supervising and directing the analytical and technical work assigned to the department.
-Experience establishing performance standards and evaluating performance.
-Experience preparing and submitting personnel actions for promotions, awards, training, and other associated personnel management efforts.
-Experience assessing the suitability, technical excellence, acceptability and relevance impinging on the entire area of responsibility for the department.
