You will serve as an Information Technology (IT) Specialist at the GG-14 grade level responsible for performing highly complex and unique IT services involving systems analysis within the N8, Requirements Directorate at U.S. Fleet Cyber Command/C10F. This position is located in Fort Meade, MD
Duties
You will provide expert technical advice, guidance and recommendations to management and apply new developments to previously unsolvable problems.
You will provide for informed decisions regarding planning, resourcing and operations that leads to development of robust capabilities achieved within economic limitations.
You will apply systems analysis concepts and techniques to evaluate Navy operational and business needs to ensure shore and afloat networks, cyber, space, and communication, cryptologic and SIGNT systems are aligned with Navy requirements.
You will plan and lead efforts to address issues where precedents may or may not exist; establish new concepts and approaches to address evolving threats and capability gaps.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

- This position may require a 2-year DCIPS trial period requirement.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 752 level 03 within 12 months of appointment.
Qualifications
You must have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS/GG-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector such as:
1) Performing highly complex and unique IT services involving systems analysis, capability based planning, cost benefit analysis, and requirement analysis;
2) Comprehensive understanding of requirement analysis, budget planning and acquisition processes.
3) Ensuring networks, cyber, space, and communication systems are aligned with operational requirements and business needs.
4) Appling systems analysis concepts and techniques to evaluate, identify, and/or make authoritative recommendations on requirements, technical gaps and budgetary priorities.
