The Management and Planning Division (M&P) advises and supports the OIG in the following areas: administrative and fiscal policy, executive resources, training, finance, quality assurance, procurement, facilities, human resources, security, and records management.
Duties
If you are selected as an Financial Management Analyst, your responsibilities would include, but would not be limited to:
Utilizing available systems to maintain proper financial account balances and to assure management that funds are used as intended to support the organization's mission.
Reviews funding and spending data to develop cost information reflecting operating expense trends for a segment of an agency program.
Monitors expenditures and cash management practices for consistency, accuracy, and adequacy of accounting practices.
Researches the validity of charges; verifies data; inputs data in the financial management information system; checks balances and reconciles accounts.
Conducts numerous and diverse cost studies for a variety of decision-making processes involving program planning, procurement, contracting, budgetary actions, and financial resources.
Recommends reallocating actions concerning the realignment of resources or changes in funding.
Performs other duties as assigned.
Requirements
- You must be a U.S. Citizen or National.
- You must be able to obtain and maintain a security clearance.
- You must be registered for the Selective Service, if applicable.
- You must successfully pass and are subject to random drug screenings.

Qualifications
To qualify for this position at the GS-11 grade level, you must have one year of specialized experience equivalent to the GS-9 grade level obtained in the public or private sector. (Specialized experience is paid or unpaid experience which has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position.) Examples of specialized experience include such duties as:
Reviewing funding and spending data to develop cost information reflecting operating expense trends for a segment of an agency program.
Performing detailed analysis and reconciliation of operating and financial data for compliance with policies, completeness, and accuracy to area specific accounting transactions.
Using automated tools and systems to analyze financial data and prepare reports.
OR,
Ph.D. or equivalent doctoral degree.
OR,
3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.
OR,
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade level (or equivalent).
