You will serve as a MANAGEMENT ANALYST in the TRAINING DEPARTMENT of CDR NAVY EXPEDITIONARY COMBAT COMMAND.
Duties
You will assist with Ready Relevant Learning (RRL) resourcing and acquisition for Active and Reserve programs.
You will serve as an analyst and advisor on the management of the Navy Expeditionary Combat Command (NECC) Ready Relevant Learning (RRL) Program.
You will attend meetings focused on resourcing, budgeting, and acquisition and serve as liaison with staff, budget and resource analysts to addresses their
concerns.
You will review instructions and other documents as tasked and provide feedback relating to the impact on training.
You will assist in the development and implementation of NECC force-wide resourcing, budgeting, and acquisition guidance for RRL.
You will assist in planning and directing the development of training life cycle cost analyses for contracts and projects, performing cost benefit, economic evaluations of current or projected programs.
You will assist in the development and issuance of financial and contract policy to provide guidance for the planning, execution, and evaluation of subordinate command training plans.
You will perform duties as a Contracting Officer Representative (COR) for centrally managed training contracts.
You will assist in ensuring that new technologies, systems, and equipment are fielded to appropriate NECC forces with a well-thought-out training plan to include Initial Training, Interim Training and Follow-on training.
You will review Navy Training System Plans (NTSP) for new and/or modernized equipment and capabilities and provide feedback for the adequacy and resource requirements to ensure impacts are aligned to Program Objective Memorandum (POM) inputs.
You will serve as liaison with higher, lower, and adjacent training activities to corroborate proper implementation of training policy and guidance: execution of training requirements; and application of Fleet Training Continuum (FTC) principles.
You will provide necessary support to Expeditionary Warfare Training Council (EXWTC) and Expeditionary Warfare Improvement Program (EXWIP) as directed by Branch Head.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a U.S. Passport.
Qualifications
To qualify for a GS-12, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying knowledge of the Navy Expeditionary Combat Force (NECF). Experience may be at the TYCOM, Group, or Command level.
Experience using knowledge of warfare areas and associated manpower/training issues that impact their associated ratings. SYSCOM, Resource Sponsors, and NETC/Learning Centers).
Experience implementing Warfare Improvement Programs and Force Development Programs.
Experience utilizing knowledge of the acquisition process and the Life Cycle Management Program to include Navy Training System Plans and Training Project Plan processes as well as associated governance.
Experience employing knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) system.
