This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTF) in DoD to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located at Yuma Proving Grounds
Duties
Direct responsibilities include managing the drug and/or alcohol testing program; maintaining quality control procedures; serving as technical
advisor to commanders and civilian/military supervisors; operating urinalysis equipment.
Manages all aspects of the drug and/or alcohol-testing program.
Ensure the substance abuse programs and urinalysis collection procedures of all units are inspected annually and written reports of the
inspection findings are provided to Garrison Commanders within 30 days or IAW Standard Operating Procedures.
Interprets DoD, DA, and IMCOM program guidance, regulations, and technical bulletins and develops, writes and/or updates local standing
policies and procedures for implementation by local commanders and the ADCO.
Provides training in all classes dealing with drug and/or alcohol testing.
Presents education programs for community-based institution and organizations.
Reviews Forensic Toxicology Drug Testing Laboratory (FTDTL) discrepancies and initiates corrective action.
Administers the Civilian DT Program for employees identified as Test Designated Positions (TDP) under the requirements by Dept of Health and
Human Services (DHHS) Federal Workplace DT Programs and Dept of Transportation (DOT) testing program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Will be certified by the DA DTC Certification Course within 9 months of assuming their duties. Failure to obtain certification or failure to maintain
certification may result in administrative actions and removal from the position.
- Temporary Duty travel (TDY) may be required up to 5% of the time.
- This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active
military service, recovery from a compensable injury, or return rights based on an overseas tour.
- You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force
procedures upon the return of the former incumbent.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) collecting biological samples, 2) processing samples for shipment 3) maintaining records in accordance with agency standards. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in afield which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Biomedical Sciences or Laboratory Sciences.
OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
