This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located at Yuma Proving Ground, AZ.
Duties
Serves as the Contract Management Support Officer (CMSO) in the Resource Management Directorate.
Analyzes, and acts on a variety of information pertaining to program operation; specifically cost, schedule, and performance data.
Provides advice to staff regarding financial management, obligation, and expenditures of funds
Coordinates resources to identify and extract data necessary to support a performance metrics contracting progress; and represents the Garrison Commander at contract management working group sessions and other meetings deemed necessary.
Collects, sorts, interprets and presents cost data to the Garrison and RMO Director for planning and forecasting purposes.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance.
- This position has a Temporary Duty (TDY) or business travel requirement of 5 % of the time.
- Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81,
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: One year of specialized experience which includes: : directing, coordinating, and monitoring contract management support activities; planning and advising on the implementation of procedures, and processes in areas of productivity, quality management, and continuous improvement initiatives for contracting operations; and coordinating with staff and higher headquarters to accomplish objectives and resolve conflict. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11)
