You will serve as a FINANCIAL MANAGEMENT ANALYST within NAVSAFECOM.
Duties
You will be responsible for the administration, budgeting, formulation, execution, and reconciliation of funding within the Budget and Travel Office.
You will utilize the following programs/systems: CFMS, SABRS, Navy ERP, WAWF/iRAPT, DTS, SLDCADA, DCPS and have a working knowledge of these programs.
You will provide advice on effective and efficient methods for the acquisition and be familiar with the Government Purchase Card Program.
You will ensure financial systems align with regulations and perform audits under supervision.
You will provide support by creating budget reports and recommending financial adjustments.
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-12
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Managing financial data collection, analysis, and reporting to ensure alignment with budgetary goals and regulatory compliance.
2) Developing budget estimates and alternative funding solutions to address challenges in program requirements and financial constraints.
3) Coordinating with program managers and senior staff to assess the impact of financial decisions on organizational operations.
4) Presenting and defending budget requests to authorities with ensuring adherence to fiscal policies and procedures.
5) Analyzing complex budgetary problems and recommending efficient solutions to improve financial management practices across departments.
GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Assisting with data collection, budget estimates, and safety management programs in line with established objectives.
2) Contributing to the formulation and evaluation of safety policies and risk management in coordination with higher-level staff.
3) Ensuring the timely reporting and analysis of budgetary data while adhering to the guidelines provided by senior leadership.
4) Reviewing financial documents and recommending minor adjustments with supervisory approval to enhance operational efficiency.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
