This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13.
You will serve as a Program Analyst in the Cyber Engineering and Digital Transformation Directorate (SEA 03) of NAVSEA HQ FIELD SUPPORT.
Duties
You will support the Model Based Product Support (MBPS) program which is a critical component of the Navy's overall Digital Transformation effort.
You will provide authoritative technical data, configuration management, and readiness analytics capabilities necessary to keep maritime systems operationally available.
You will lead the replacement of Legacy IT systems with modern digitally transformed capabilities.
You will provide portfolio management of IT systems to include cost, schedule, and performance and will be responsible for replacing the legacy system and deploy new IT technology capabilities.
You will design all Acquisition Product Support efforts (Design Interface, Product Support Management, Product Support Strategy development, etc.) for new acquisition IT portfolio.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-2 broadband level (GS-11 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying analytical and evaluative methods to support the acquisition of Information Technology (IT) systems. Examples of qualifying experience include (1) knowledge of DoD 5000 series directives to include Acquisition Category (ACAT) and/or and Business Capability Acquisition Cycle (BCAC) policies and guidance as it relates to Information Technology (IT) acquisition; (2) experience across acquisition and sustainment programs that gave the candidate working knowledge of engineering, logistics, and financial functions relevant to these types of programs; (3) knowledge and experience in implementing outcome-based Product Support strategies.
