You will serve as a Program Analyst in the Small Combatant and Expeditionary Modernization and Sustainment (PMS 321), Surface Ship Maintenance, Modernization and Sustainment Directorate (SEA 21) of NAVSEA HQ FIELD SUPPORT.
Duties
You will be responsible to the Program Manager as a Class Manager for modernization planning, and working all technical program, and contract initiatives to ensure planned modernization is executable.
You will act as the primary Ships Program Manager (SPM) point of contact for the ship class to internal and external maintenance and modernization stakeholders.
You will task and integrate a team of support engineers and program analysts at Field Activities and Planning Yard to ensure appropriate and efficient execution of tasking within and outside the Program Office as it relates to the ship class.
You will support the planning, programming, budgeting and execution of modernization funds for the ship class.
You will determine the impact of advance in technology, and will keep up-to-date with relevant social, political, economic, and technological developments.
You will resolve competing priorities and are expected to have regular engagement with various commands to ensure program objectives are met and understood by all.
You will ensure program schedules are met within workforce and fiscal resources.
You will provide long range plans for the cost, performance, schedule of diverse teams and acquisition efforts within the scope of assigned areas.
You will prepare coordinated reports, presentations and briefings in support of program actions.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-02 (GS-11 Equivalent), in the Federal service or equivalent experience in the private or public sector analyzing program metrics, processes, costs, funding, performance, schedules, or contracts to develop project plans, recommendations, improvement initiatives, or strategies for the design, construction, modernization, or maintenance of surface ships.
