The primary purpose of this position is to lead three or more workers to accomplish trades and/or labor work on a substantially full time and continuing basis. Leader is responsible to both perform the work assigned by a supervisor and ensures that subordinates completed assigned work consistent with trades and labor standards.

Duties

- Leads a team of trades and/or labor workers. On a regular and recurring basis, utilizes trades and/or labor knowledge and skill to lead a team of three or more workers in performance of various related work. Maintains current knowledge and answers questions from other workers on procedures, policies, written instructions and directives. - Performs work. Performs nonsupervisory trades and/or labor work that is usually of the same kind and level as members of the work crew led. Performs the entire spectrum of trades/and or labor task appropriate for the occupations and grade of the team for which they are assigned working leader. - Leads three or more personnel in the operation of one or more types of heavy equipment to excavate, backfill, grade, or level earth to rough specifications on such projects as breaking new ground for trails, roads, airfields, or other construction sites. Plans and lays out work from blueprints, rough sketches, construction drawings, surveys, and work orders. Determines material, tools, and equipment needed to meet accepted trade practices. - Leads three or more personnel in the Maintenance, repair, and construction of flexible & rigid roads, pavements, parking areas, airdromes, bike paths, or similar surfaces of asphalt & concrete. Plans and lays out work from blueprints, rough sketches, construction drawings, surveys, and work orders. Determines material, tools, and equipment needed to meet accepted trade practices. - Leads three or more personnel in the operation of and has the ability to operate one or more types of gasoline or diesel-powered special purpose airfield clearing equipment and heavy construction equipment, including snow removal equipment and vacuum type sweepers to clear runways, taxiways, ramps, and aprons of snow, ice, or foreign objects. Additionally, will be required to operate crawler type tractors with bulldozer or angle blades to pile and level snow in order to maintain optimum use of base snow dumps.

  • This work requires the employee to drive a commercial motor vehicle.
  • An appropriate, valid Commercial Class A driver's license to include appropriate Department of Transportation medical certification card is required prior to appointment and must be maintained throughout employment (AFI 24-301).
  • Overtime will be required.
  • Must be able to pass and maintain a JBER flight line driving/runway crossing certification test (employee for any reason will not be without certification for longer than 90 consecutive days while assigned to this position).
  • The employee will be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Shift work may be required which may include overtime and/or irregular hours.
  • The employee will be required to train and/or guide other employees and military members.
  • Must be able to obtain and maintain the appropriate security clearance during employment.
  • May be required to travel TDY for training via commercial and military transportation.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • This position has been identified as "Inclement Weather Essential".
  • Unless otherwise notified, employees identified as being "Inclement Weather Essential" personnel are expected to report to duty when base leadership has declared "Minimum Manning" due to inclement weather.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5700 - Transportation/Mobile Equipment Operation Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the Ability To Do the Work of a Engineering Equipment Operator Leader without More than Normal Supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Working knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s) Knowledge of safety regulations, practices, and procedures. Knowledge of the use and maintenance of tools, equipment, and equipment common to trades and labor work performed by the group being led. Skill in performing the trade and /or labor work of the group being led. Ability to lead a team of three or more labor or trade employees. Ability to plan and organize work assignments to include determining resources required to accomplish mission. PHYSICAL EFFORT: Heavy physical effort is used by the operator in constantly reaching, bending, turning, and moving hands, arms, feet, and legs to handle different sets of controls, levers, clutches, and brakes to operate the equipment and attachments. Considerable strain is caused by the constant vibration of the equipment and the jerking and jolting from operating over rough surfaces. Work becomes increasingly strenuous because of the larger type of equipment handled and the requirement for more frequent adjustments under adverse operating conditions. The employee frequently lifts, carries, and handles items weighing up to 40 pounds. When performing concrete/cement work, employee is frequently required to perform heavy lifting up to 100 pounds. Exerts considerable physical effort while using pickax or air hammer to remove damaged pavement. Work requires frequent stooping, stretching, bending, kneeling, and working in tiring, uncomfortable positions for long periods. In addition, work involves frequent movement and maneuvering of large, heavy equipment using hoists, holders, and pulleys, attaching and disconnecting tow bars, as required. WORKING CONDITIONS: The employee works outside in all kinds of weather frequently exposed to dust and dirt. Works near moving parts of equipment and machinery. Employee is regularly exposed to the possibility of cuts, scrapes, and bruises, falls, falling material, or injury from equipment. May be exposed to grease, fumes, solvents, high noise, vibrations, and exposure to critical injuries from the possibility of the equipment overturning. The exposure to injury, overturning, noise, and vibration is increased when operating larger and more complicated equipment in more difficult circumstances. Employee is required as directed to wear protective clothing and equipment, such as hard hats, respiratory protection, steel toed shoes, gloves, masks, and eye protection. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
