The primary purpose of this position is to exercise technical and administrative supervision over subordinate supervisors in a 130-man Heavy repair/Snow Removal Operations Shop in accomplishing trades and labor work of 24-hour 7 day a week Snow & Ice Control operation, Aircraft recovery Crane Operations, and Heavy Construction Equipment Operations.

Duties

-Performs work planning responsibilities. Plans on a quarterly or longer basis the overall use of personnel and other resources in two or more separate organizational segments or groups controlled through one or more levels of supervision. -Performs work direction responsibilities. Assigns and explains work requirements and operating instructions to subordinate supervisors and sets deadlines and establishes the sequence of work operations to be followed. -Performs administration responsibilities. Participates with subordinate supervisors/employees in the development of performance plans. -Provides a work environment that is free from all forms of discrimination, harassment, and retaliation. -Ensures education in, compliance with, and practice of security directives, good safety, and health habits in all work areas.

  • This work requires the employee to drive a motor vehicle. An appropriate, valid driver's license must be maintained throughout employment.
  • Must be able to obtain and maintain a Secret security clearance.
  • Position requires the ability to discern colors, contrasts, and depth.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, holidays, and assigned overtime. Shift work may be required.
  • May be required to train/or guide personnel.
  • Must be able to pass certification test and maintain a JBER flight line driving/runway crossing certification test (employee, for any reason, will not be without certification for longer than 90 consecutive days while assigned to this position).
  • May be required to travel TDY for training via commercial or military transportation.
  • Position has been identified as "Inclement Weather Essential". Unless notified, employees identified as being "Inclement Weather Essential" personnel expected to report to duty when base leadership has declared "Minimum Manning" to inclement weather.
  • It is understood that additional employees may be recalled as needed for mission accomplishment.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG- 5700 - TRANSPORTATION/MOBILE EQUIPMENT OPERATION Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of the position without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s) supervised and personnel management policies, practices, and procedures, including sexual harassment and Equal Employment Opportunity/ Equal Employment Treatment. 2. Knowledge of safety regulations, practices, and procedures. 3. Ability to read and interpret blueprints, diagrams, sketches, and technical specifications. 4. Ability to plan and organize work assignments to include determining resources required to accomplish mission. 5. Ability to manage overall direction and coordination of subordinate work activities and functions and implement sound personnel policies, practices, and procedures through one or more levels of subordinate supervisors. 6. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
