The primary purpose of this position is to exercise technical and administrative supervision over subordinate workers in accomplishing trades and labor work accomplishing trades and labor work of Crane Operations, Heavy Equipment Operations, Airfield & Road Asphalt/Concrete Repairs and Maintenance, Snow Removal, Welding/Mechanic Maintenance, and Grounds Maintenance.

- An appropriate, valid Commercial Class A driver's license to include appropriate Department of Transportation medical certification card is required prior to appointment and must be maintained throughout employment.

- The employee may be required to work other than normal duty hours, which may include evenings, weekends, holidays, and assigned overtime.
- Shift work may be required.
- May be required to train/or guide other personnel.
- Must be able to pass certification test and maintain a JBER flight line driving/runway crossing certification test (employee, for any reason, will not be without certification for longer than 90 consecutive days while assigned to this position).
- May be required to travel TDY for training via commercial or military transportation.
- This is a drug tested designed position. The incumbent is subject to random testing for drug use.
- IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity.
- Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.
Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5700 Transportation/Mobile Equipment Operation Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1.) Knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s) supervised and personnel management policies, practices, and procedures and implement sound personnel policies, practices and procedures including sexual harassment and Equal Employment Opportunity/ Equal Employment Treatment.
2.) Knowledge of the use and maintenance of hand and power tools, equipment, and precision measuring and /or test equipment common to trades supervised and ability to read and interpret blueprints, diagrams, sketches, and technical specifications.
3.) Ability to plan and organize work assignments to include determining resources required to accomplish mission and ability to communicate effectively, both orally and in writing.
4.) Knowledge of and skills in the application of chemicals used for deicing of airfield, road and sidewalk snow removal, to include skills in removal, engineering equipment, crane, welding, mechanic, paving, concrete and grounds operations and troubleshooting, inspecting and / or tracing hard-to-locate defects or problems and skill in maneuvering equipment in confined areas and in close proximity to parked or taxing aircraft.
5.) Knowledge in skills in computer based programs used for functions such as building spreadsheets, and reports, work order review and planning, labor recording, time-attendance and payroll, and pavement system monitors used in conjunction with snow removal operations.
6.) Knowledge of safety regulations, practices. and procedures and knowledge of and skills in dealing with personnel management policies, practices and procedures to include equal employment opportunity, affirmative action, prevention of sexual harassment.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
