The primary purpose of this position is to To exercise technical and administrative supervision over grounds and pavement maintenance section subordinate workers in accomplishing trades and labor work of Heavy Equipment Operations, Airfield & Road Pavement Repairs, Sign Maintenance, and Snow Removal.
Duties
-Performs Airfield and Roadway Pavements Repair & Equipment section work planning responsibilities to include Snow Removal Operations.
-Performs work direction responsibilities.
-Performs administration responsibilities.

- The employee may be required to work other than normal duty hours, which may include evenings, weekends, holidays, and assigned overtime.

- Must be able to pass and maintain a JBER flight line driving/runway crossing certification test (employee, for any reason, will not be without certification for longer than 90 consecutive days while assigned to this position).
- May be required to travel TDY for training via commercial or military transportation.
- This position has been identified as "Inclement Weather Essential".
- Unless otherwise notified, employees identified as being "Inclement Weather Essential" personnel are expected to report to duty when base leadership has declared "Minimum Manning" due to inclement weather.
- It is understood that additional employees may be recalled as needed for mission accomplishment.
- This is a drug tested designed position. The incumbent is subject to random testing for drug use.
- IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to
ensure the continued operation of mission essential functions of the activity.
- Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.

- This position requires Lead/ Supervisory duties.
- Must be able to obtain and maintain a Secret Security Clearance.
Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5700 Transportation/Mobile Equipment Operation Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1.) Knowledge of a wide range of principles, processes, and techniques of Horizontal construction trades and/or crafts supervised and personnel management policies, practices, and procedures, including sexual harassment and Equal Employment Opportunity/Equal Employment Treatment. Must have a working knowledge of airport flight line operations to include radio communications.
2.) Knowledge of safety regulations, practices, and procedures for safe and proper operation of a variety of types of Engineering Equipment, Crane operations, and Snow Removal Equipment.
3.) Skilled in the placement of Flexible and rigid pavements and the application and maintenance of hand and power tools with a priority given to concrete and asphalt equipment, construction equipment, and precision grade measuring and/or test equipment common to construction trades supervised.
4.) Ability to read and interpret blueprints, diagrams, sketches, and technical specifications.
5.) Ability to plan and organize construction work assignments to include determining equipment resources required accomplishing mission.
6.) Ability to communicate effectively, both orally and in writing and must be computer literate.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
