Our employees at the Architect of the Capitol use their skills and talents to deliver exceptional facilities management services at the U.S. Supreme Court Building and the Thurgood Marshall Federal Judiciary Building. We are seeking an exceptionally experienced Facilities Manager to join our team and lead the workforce in one of the most iconic buildings on Capitol Hill. 

Duties

The Facilities Manager oversees the structural and mechanical care and maintenance of the Supreme Court of the United States building and grounds and the Thurgood Marshall Federal Judiciary Building (TMFJB). They perform these responsibilities under the direction of the Marshal of the Supreme Court and in coordination with the Administrative Offices of the United States Courts (AOUSC). In such capacity, the Facilities Manager performs duties such as the following:

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. For the ECQs and PTQs, you are required to submit a narrative response addressing your specific knowledge, skills and abilities that demonstrate your possession of the qualifications. Failure to address and meet any of the ECQs and PTQs via the vacancy questionnaire, will eliminate you from further consideration. Review the ECQ competencies guidance and sample resumes in OPM’s Guide to Senior Executive Service Qualification. Applicants currently serving in a Senior-Rated (SR) appointment (other than a temporary promotion), career Senior Executive Service (SES) appointment, or have successfully completed a SES Candidate Development Program and have been certified by the Office of Personnel Management do not need to address the ECQs, but must address each PTQ. Executive Core Qualifications (ECQs): ECQ 1 – Leading Change: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2 – Leading People: The ability to lead people toward meeting the organization’s vision, mission and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3 – Results Driven: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems and calculating risks. ECQ 4 – Business Acumen: The ability to manage human, financial and information resources strategically. ECQ 5 – Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments or international organizations to achieve common goals. Professional Technical Qualification (PTQs): PTQ 1. Demonstrated executive-level experience leading structural, mechanical, electrical and operational activities for multiple administrative facilities (500K – 1,500K SF each). This experience must include the general supervision, administration and direction of in-house personnel engaged in skilled trades such as electrical, elevator mechanic, plumbing, HVAC, painting, plastering, masonry, gardening and engineer/architect and program/construction management as well as contract personnel performing similar functions.  PTQ 2. Demonstrated experience developing multi-year programs that coordinate and integrate the planning, programming, budgeting, and acquisition of both small (>$500k) and multi-million-dollar facilities maintenance and construction projects. The ideal candidate will have experience directly supporting senior executive clients.

Education

Candidates should possess a bachelor’s degree or higher from an accredited college or university. A candidate with architectural or engineering training is highly desired.
