The primary purpose of this position is to serve as an expert level 2d Bomb Wing Government Special Access Program (SAP) Security Officer (GSSO) with responsibility for planning, managing, and directing the security and protection of the collateral and Special Access Programs assigned to 2d Bomb Wing including testing, fielding exercising and combat deployment of assets.
Duties
Plans, organizes, and directs the activities of the SAPs ensuring the administration, deployment, and enforcement of a comprehensive special access security program.
Provides the commander recommendations on risk identification, avoidance, and mitigation for SAPs.
Represents the organization with a variety of councils, boards, working groups, and panels inside and outside the wing.
Manages and Directs SAP security team duties and responsibilities.

- Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays.
- Shift work and emergency overtime may be required.
- Employee must maintain current certifications.
- Disclosure of Political Appointments.
- Employee will be required to take a random counter-intelligence polygraph and submit to background checks as a condition of employment and/or continued access to the SAP.
- The employee will be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth knowledge of Special Access Program security concepts, programs, procedures, and practices to plan and implement security programs in these areas.
Knowledge of safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Ability to communicate effectively, both orally and in writing.
Mastery knowledge of security concepts, principles, and practices to analyze, and resolve issues.
Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the installation.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
