Duties

-Plans, organizes, and oversees the activities of AFGSC Security Management Division (A2S). Develops goals and objectives that integrate organization and Security Management objectives. -Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. -Represents AFGSC A2S with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with the Defense Intelligence Agency (DIA), National Security Agency (NSA), MAJCOM Security Officer's, AFGSC unit Security Officer's and various external government agencies. -Senior Subject Matter Expert on Department of Defense Special Security Programs. Provides oversight and direction for assigned Security Programs in accordance with applicable Director National Intelligence (DNI), Director of Central Intelligence (DCI), Department of Defense (DoD), USAF and AFGSC directives. -Provides oversight and enforces command program implementations of DoD 5200 series, Intelligence Communitu Directives, National Institute of Standards and Technology (NIST) publications and Air Force Manuals

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: The work requires a mastery of one or more professional or administrative fields. The employee at this level applies experimental theories and new developments to problems not susceptible to treatment by accepted methods or makes decisions or recommendations significantly changing, interpreting, or developing important policies and programs. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Service, DoD, and National SCI security management, concepts, principles, policies, directives, and programs for managing the AFGSC-wide security program; to include AIS, personnel, physical, information, and industrial security; and to applying new methods, procedures, techniques, or theories to unique one of a kind situations in the intelligence security arena. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization and establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 4. Ability to collllllunicate orally and in writing, clearly, concisely, and accurately to a large range of audiences. 5. Knowledge of security program inten-elationships to coordinate the objectives and plans of two or more specialized programs to support and promote information sharing and strategies. 6. Skill to interpret a variety security program laws, directives, regulations, and guidance to assist subordinate organizations in establishing and operating intemal security programs. 7. Skill in the use of analytical principles, practices, and techniques to review, evaluate, and apply several altematives according to the security requirements for highly specific situations, availability of materials, relationships with other protective programs, and cost/benefit considerations CONDITIONS OF EMPLOYMENT CONT'D: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3. Department of Defense Security Fundamentals Professional Certification (SFPC) and Security Program Integration Professional Certification (SPIPC) conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification and AFI 36-2645, Security Professional Certification and Development. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. 4. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. 5. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
