You will serve as a FINANCIAL MANAGEMENT ANALYST of CNIC FINANCIAL SERVICE CENTER.
Duties
You will interpret accounting regulations, principles, theories, techniques and procedures to provide sound advice on effective and efficient methods of accounts reconciliation.
You will review and certify manual and electronic payment packages to include contracts, purchase orders, and/or various agreements, utility vouchers, SF-1034s and SF-1164s.
You will review financial reports between various FM systems to research, identify and correct errors.
You will create, accept and/or certify Public Vouchers for Purchases and Services Other Than Personal (SF-1034), Uniform Allowances, and Claim for Reimbursement for Expenditures on Official Business (SF-1164) in Wide Area Workflow (WAWF).
Requirements

- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Interpreting accounting regulations, principles, theories, techniques and procedures to provide sound advice on effective and efficient methods of accounts reconciliation; 2) Review and certify manual and electronic payment packages to include contracts, purchase orders, and/or various agreements, utility vouchers, SF-1034s and SF-1164s; 3) Providing technical advice concerning financial operations; and 4) Researching and analyzing accounting discrepancies to determine corrective actions. Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree
OR
Successful completion of an LL.M. degree that is related to the position being filled
OR
A combination of experience and graduate education as described above that equates to one year of experience.
