This position serves as a Management Analyst in the Office of the Under Secretary for Benefits (OUSB), Veterans Benefits Administration (VBA). The incumbent performs analytical, planning and evaluating work related to the coordination of VBA's programs, staff offices, and business lines. The incumbent focuses on assignments and projects assigned by the Executive Management Officer working with the Department and VBA's service and staff liaisons handling program issues.

Duties

Specific duties include: Performs work analyzing and evaluating, on a quantitative and qualitative basis, the effectiveness of programs or operations in meeting established goals and objective for both short-and long-range objectives. Aids supervision to develop procedures and systems for establishing, operating, and assessing the effectiveness of internal processes and functions. Coordinates with supervision to reviews results and prepares recommendations for OUSB leaders and staffs regarding changes to pro gram operations. Assists in the development of, implementation, and tracking of programs and projects. Assists in developing modifications and revisions to policy guidance, ad hoc responses, reports, and other documents to improve the effectiveness and efficiency of VBA processes. Participates with business lines and staff offices in the design and development of changes necessary to resolve issues. Contributes to the development of VBA improvement initiatives. Makes recommendations on issues impacting VBA programs. Contributes to preparing and reviewing responses for VBA leadership review and approval. Ensures proposed responses are timely, clearly address the issue(s ), and are consistent with existing VBA policy and federal statutes impacting the Department's ability to efficiently carry out agency goals and programs. Coordinates responses and reports to include the feedback of appropriate VBA and Department staff or other outside stakeholders. Participates in programs, work groups, and task forces to ensure that quality provisions are planned, developed, and implemented to identify, prevent, and correct unsatisfactory conditions and elements. Initiates and supports special studies and analyses of a variety of administrative activities functions within the OUSB. Analyzes program areas, evaluate effectiveness, and determine compliance with Department procedures and regulations. Reviews, analyzes, and tracks projects initiated and supported by the OUSB involving VBA. Identifies, tracks, and summarizes recommendations and reports having a direct impact on agency program activities. Provides notification and updates to VBA organizational elements impacted by a project. Develops agenda and conducts briefings on specific issues regarding these recommendations and reports. Maintains an effective working relationship with the Business Line and Staff office Principals, Office Directors and representatives of other departments and staff offices. Makes necessary contacts with regional offices and service organizations. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:10/07/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-13 position you must have served 52 weeks at the GS-12 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-13 Grade Level: Specialized Experience: Extensive experience assisting supervision with analyzing and evaluating programs effectiveness and operations in meeting established goals. Experience preparing and reviewing responses for senior leadership approval and correspondence for technical compliance. Experience tracking projects, summarizing recommendations, participating in work groups, and conducting studies and analyses of various administrative activities functions. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with travel to attend meetings and conferences away from the work site. Work may require carrying light items such as papers, books, or small parts. The work does not require any special physical effort.
