The employee serves as a Budget Technician at the South Texas Veterans Health Care System (STVHCS). This position is located in San Antonio, TX.
Duties

Duties include but may not be limited to:
Prepares long-term and short-term strategic plan, prepare, and carry out the fiscal program for Research Service.
Maintains cost accounting ledgers for current and prior year appropriations assigned to research programs.
Provides financial advice to investigators and/or other members of the research service on budget related matters.
Forecasts needs, tracks, and allocates funds for investigators.
Assembles historical data on costs trends, and forecasts, allocates and tracks fiscal expenditures and human resources demand.
Uses knowledge of the standards, architecture, and specifications of automated financial systems, including source documents, system flows, system interfaces, and related internal controls.
Ensures each project account has sufficient funding to cover the cost of purchase orders before the purchase order is created.
Uses knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data.
Applies qualitative and quantitative analytical methods, techniques, and administrative duties to analyze and evaluate research plans and funding for one or more future budget years.
Assists in the procurement process for the research service fund control points.
Ensures each project account has sufficient funding to cover the cost of purchase orders before the purchase order is created.
Creates bills of collection and sends and monitors receipt for payment by other institutions.
Approves payment of invoices for billing by other organizations.
Serves as an expert on research-related budgetary policies, precedents, goals, objectives, regulations, and guidelines.
Uses judgment in choosing and applying the appropriate policies, practices, and regulations for the specific funding agency or research activity.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications
SPECIALIZED EXPERIENCE: Requires at least one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to this Budget Technician position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-6) in the Federal service. Specialized experience includes processing purchasing supplies,equipment, and services; using understanding of funding appropriations, acting as a contracting officer representative; understanding and identifying errors in account balance sheets; tracking funds distribution; and monitoring costs and expenditures. (Resume must clearly support the required experience to be creditable. We will not make assumptions regarding experience.)

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: Work is sedentary, being performed for the most part while seated comfortably at a desk or table. A moderate amount of standing and walking is required when attending meetings and conferences, and in visiting other offices and buildings throughout the facility. Work also requires a one-time, daily pick-up of mail and packages from the on-site warehouse/mailroom and requires the ability to lift 15 lbs.
