The employee serves as a Budget Technician within the Engineering Service within the Office of the Assistant Director, South Texas Veterans Health Care System (STVHCS). This position is located in San Antonio, TX.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include but may not be limited to: Initiates and maintains a wide variety of project/construction cost accounts and ledgers for Engineering budget. Monitors expenditures to budget authorization and performs projections to support purchase decisions. Prepares records, purchase requests and delegations of authority for all Engineering fund control points. Reviews funding documents, such as purchase orders for equipment/supplies, public vouchers, etc., to assure account codes and dollar amounts are correct. Prepares all contract requests and work performance specifications, maintaining necessary suspense dates required for conformance of the service contract by the contractor. Transfers funds from/within all fund control points for resource changes, construction, contingencies, and personnel actions. Coordinates use of estimation obligation documentation forms for utility cost on a monthly basis and tracks energy costs with management. Determines appropriate control codes for all appropriations, fund control points, cost centers and sub accounts, sort groups and sub-control points. Reconciles initial obligation with Fiscal Service with revised obligation amount from various reports into project funds database. Serves as the primary reviewer and maintains an invoice payment processing system for department fund control points. Certifies availability of funds and resolves problems encountered during processing of transactions. Informs senior leadership of account balances, transaction information and logistics deadlines/requirements and reports fiscal irregularities. Communicates with all levels within the organization to include facility, senior management, administrative, technical, vendors in order to obtain or convey information. Provides training with regard to accounting principles and processing orders to Program Support Assistants. Performs other duties as assigned. SPECIALIZED EXPERIENCE: Requires at least one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to this Budget Technician position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-6) in the Federal service. Specialized experience includes processing a wide range of budgetary transactions and balancing accounts, verifying data and dollar amounts, adjusting discrepancies; and compiling and summarizing information from various financial records (accounts receivables, cost reports, etc.) and preparing various budget reports. (Resume must clearly support the required experience to be creditable. We will not make assumptions regarding experience.) Physical Requirements: Work is mostly of a sedentary nature, but some bending, stooping and standing are required. The employee must be mentally alert.
