This position serves as a Budget Technician for the the Research and Development (R&D) Service and works with the Associate Chief of Staff (ACOS), Administrative Officer (AO), Principle Investigators (PIs), their university business managers and staff, and the respective VAMCs Fiscal Service to ensure that all research funding is handled appropriately and in accordance with all VHA and Federal regulations.

Duties

Major Duties: Assists in accounting, forecasting, and executing the Research budget. Works with researchers to ensure funds are managed in a fiscally responsible manner - reviewing annual budget forecasts and spending plans; recommending adjustments based on historical spending plans and ensuring budgets are current and in compliance with existing regulatory guidance. Advises supervisor of conditions which would result in over-obligation of funds. Performs a variety of budgetary, administrative, and statistical functions to determine funding program validity, form future budget needs, and provide written assessments to researchers. Researches, verifies, compiles, and summarizes data involving salaries, fund control point information, expenses, and other object class information to continuously apprise investigators of funding/budget status and provide guidance relative to resolution of budget conflicts. Enters budgetary data into a variety of forms, schedules, and reports, and recommends and adjusts when required. Participates in the monitoring of year-end closing to ensure proper and full use of provided funds. Work Schedule: Monday-Friday, 8:00am - 4:30pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/04/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Entering account debits and credits in computerized accounting systems for department budget tracking; Applying accounting methods, principles and procedures to control point system, cost system, and general ledger accounts for allocated funds; AND Interpreting, utilizing and adhering to all guidelines, regulations, manuals and standards to a variety of accounting systems, such as IFCAP, FMS, RSD and PAID transactions, to accounting entries that effect debit and credit transactions in the system of ledgers. You will be rated on the following Competencies for this position: Financial Systems Internal Controls Financial Analysis Principles of Finance Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site.
