This position is located in Engineering Service within the Office of the Assistant Director, South Texas Veterans Health Care System (STVHCS). This is a senior level accounting technician position responsible for the complete fiscal accountability of Engineering Service, which includes construction, training, salary, overtime, service contract, fleet management, special purpose, and operational funds.
Duties
Major Duties:
Initiates and maintains a wide variety of project/construction cost accounts and ledgers for Engineering budget.
Prepares, receives, analyzes, and records purchase requests and delegations of authority for all Engineering fund control points.
Enters data into the Integrated Fund Control Accounting and Procurement System (IFCAP)as necessary for Engineering procurements of equipment or services.
Transfers funds from/within all fund control points for resource changes, AE Construction, contingencies, and personnel actions.
Coordinates use of 1358 documentation for utility cost on a monthly basis and tracks energy costs with station Energy Manager.
Serves as the Program Coordinator for the stations VA Fleet Cards for all VA Owned vehicles.
Determines and assigns appropriate control codes for all appropriations, fund control points, cost centers and sub accounts, sort groups and sub-control points.
Incumbent prepares, receives, analyzes and records purchase requests pertaining to construction or contracts and other Engineering programs and fund control points.
Reconciles initial obligation with Fiscal Service by inputting revised obligation amount from IFCAP and FMS reports into project funds database. This reconciles and ensures accounts are in balance.
Routinely informs senior Engineering leadership of account balances, transaction information and logistics deadlines/requirements.
Notifies senior Engineering leadership of any fiscal irregularities.
Communicates with all levels within the organization to include facility, senior management, administrative, technical, vendors in order to obtain or convey information.
Incumbent maintains Invoice Payment Processing System (IPPS) for Engineering Fund Control Points and serves as the primary reviewer.
Incumbent routinely performs cursory reviews for any obvious discrepancies/errors within all programs and advises appropriate supervisor accordingly.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Entering account debits and credits in computerized accounting systems for department budget tracking; Applying accounting methods, principles and procedures to control point system, cost system, and general ledger accounts for allocated funds; AND Interpreting, utilizing and adhering to all guidelines, regulations, manuals and standards to a variety of accounting systems, such as IFCAP, FMS, RSD and PAID transactions, to accounting entries that effect debit and credit transactions in the system of ledgers.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
