Duties

PRIMARY PURPOSE: To plan, develop, and direct support activities for the Distributed Mission Operations (DMO), Joint Simulation Environment (JSE), and associated synthetic training programs. Represents the branch officially and is responsible for execution and MAJCOM oversight of DMO and JSE to support operations at sites including but not limited to the Virtual Test and Training Center (VTTC) at Nellis AFB, Digital Test and Training Range (DTTR) - Nellis, DTTR - Edwards, and future Joint Integrated Test and Training Centers (JITTCs). DUTIES: Organizes, analyzes, identifies inefficiencies, propose solutions, streamlining processes and optimizes the end to end for support activities for the Distributed Mission Operations (DMO), Joint Simulation Environment (JSE), and associated synthetic training programs ensuring they comply with legal and regulatory requirements and meet customer needs. Conducts and/or leads studies and/or initiatives to improve program(s) and/or influence policy changes for assigned functional areas that typically involve long-range, highly complex, and often sensitive topics. Using AF program management experience, actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Represents HQ AF ACC to Air Force and DoD agencies and leadership, other Federal Government entities, and industry organizations.

  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • Rated military aviator experience meeting the definition in AFI 11-402 (Aviation and Parachutist Service, Aeronautical Ratings and Aviation Badges) and AFI 11-412 (Flying Operations-Aircrew Management) is highly desired.
  • Experience working with Air Force and Navy aviation major weapon systems to include missions and capabilities is highly desired.
  • Knowledge of Red and Blue weapons and threat systems is highly desired.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications

CONDITIONS OF EMPLYMENT (CONTINUED) This is a Term position NTE 31 DEC 2029; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. QUALIFICATIONS: In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Management and Program Analysis (0343) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include knowledge in Modeling & Simulation; Distributed Mission Operations; and Live, Virtual, & Constructive applications and programs. Knowledge in producing analytical reports to indicate investigation methodology, evaluation processes, and recommendations for new Live, Virtual, & Constructive technologies and training concepts for inclusion into services' Distributed Mission Operations and other readiness programs; knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; knowledge in utilizing project management tool programs for optimizing program analysis; knowledge of the various command entities involved in overall planning and execution of operations and evaluations; and knowledge of the application of service military combat air force rated aviator expertise sufficient to plan, develop, and direct support activities for the Distributed Mission Operations (DMO), Joint Simulation Environment (JSE), and associated synthetic training programs; understanding and application of the Critical Design Review process in regard to the wholistic acquisition process directed towards the DMO, JSE and other related programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of modeling and simulation; Distributed Mission Operations (DMO); and Live, Virtual & Constructive applications and programs. Knowledge of the Capability Development Document process, to include system cost, schedule and performance specifications. Knowledge and ability to oversee development and steps to create Capability Needs Statement. Knowledge and ability in producing analytical reports to indicate investigation methodology, evaluation processes, and recommendations for new Live, Virtual, & Constructive technologies and training concepts for inclusion into services' DMO and other readiness programs. Knowledge of the application of service military combat air force rated aviator expertise sufficient to plan, develop, and direct support activities for the DMO, Joint Simulation Environment (JSE), and associated synthetic training programs. Knowledge and application of service and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and program analysis. Knowledge and ability to use technical expertise in management engineering measurement tools, analytical and evaluative techniques to determine team effectiveness and mentor others on how to identify and resolve difficult issues concerning efficiency and effectiveness of program operations. Ability to communicate effectively both orally and in writing; present, negotiate, and defend complex, sometimes controversial advice, positions, and issues; and gain cooperation from others through technical competence, tact, courtesy, and diplomacy.??????? PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
