Duties

As a Public Health Advisor you will: Plan, develop, and implement public health programs in collaboration with international governments, multi-lateral international organizations, or foreign service agencies such as Department of State or the United States Agency for International Development. Work with various public, non-profit, and private and health-related organizations working internationally. Evaluate and analyze data collection and utilization methods and quality control. Prepare and/or assist with preparing contracts, agreements, proposals, etc. for professional, laboratory, or other services pertinent to the program, study, or project. Provide comprehensive technical, administrative, and management advice and guidance on program activities that are extremely broad and diverse. Manage and oversee funding/budgets and a variety of grants, cooperative agreements, contracts, and other awards including initiation, administration, award, monitoring, evaluation, coordination, and close-out.

Qualifications

All qualification requirements must be met by the closing date of the announcement. Minimum Qualifications: To qualify at the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level, which must include the following experience: providing operational guidance on the management, implementation, and technical aspects of international public health programs, projects and/or initiatives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Desired skill: Applicants who can speak, read, and write French or Spanish (preferred) and/or Portuguese at an Intermediate level or above.

Education

Copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
