Serves as a Administrative Officer that provides the overall direction and support to Surgical Service. In conjunction with the Service Chief , duties will include planning and organizing the ongoing developments of Surgical Service, as well as analyzing, evaluating, advising and coordinating administrative, clinical and business/fiscal activities. Responsibilities will include management improvement, productivity improvement, management controls and short and long-range planning.

Provides policy guidance and advisory assistance in the development of strategies for Provides policy guidance and advisory assistance in the development of strategies for applying quality management to core business areas.
Develops reporting procedures, sampling techniques and measurements at various points in the business cycle to identify problem areas.
Consults with technical experts to develop effective quality program objectives.
Monitors quality program implementation and indicators designed to prevent erroneous results and ineffective work practices to verify adherence to quality plans and requirements.
Analyzes adverse quality trends and initiates corrective action.
Responsible for ensuring that annual Competency Reviews are performed and documented in accordance with policy.
Assists Leadership with administrative duties and provide guidance on issues such as leave administration, incentive program awards, motivation and morale, recruitment and placement, position management, classification, and continuing education activities.
Ensures contract approvals and funding obligations are obtained and act as a liaison between the service and those the Service is contracting with.
Provides advice and assistance to Leadership on funds availability and how to maximize actual dollar allocations.
Maintains accurate status of funds at all times to coincide with Fiscal Services
Work Schedule: 8:00AM-4:30PM; subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/07/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
To qualify at the GS-9 grade, you must have one year of specialized experience equivalent to the GS-7 level or higher and/or meet educational requirements or a combination of specialized experience and education.
Specialized Experience:
Experience with procurement and contracting operations
Experience with administrative management in a clinical service
Experience with program management and process improvement activities
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related
OR
Combination of Specialized Experience and Education: Combination of successfully completing graduate education and specialized experience ( beyond the first graduate year or 18 semester hours) and specialized experience to meet the total experience requirements.

Physical Requirements: The Work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate controlled office, but may require occasional travel.
