The primary purpose of the position is to direct and perform all administrative functions that include administration, human resources management, budget and finance, clinical management and program analysis, office/clinical support services, document control, logistics, and a variety of related administrative matters in support of the imaging section in Biloxi, Mobile and Pensacola, Liaison between community-based outpatient clinics (CBOC), DOT) facilities.

Duties

Direct and perform all administrative functions to include administration, human resources management, budget and finance, clinical management and program analysis, office/clinical support services, document control and logistics Conduct staffing studies and makes recommendations for improvement. Prepares reports audits, and correspondence for review and actions for the Imaging Chief Direct and perform all administrative functions to include administration, human resources management, budget and finance, clinical management and program analysis, office/clinical support services, document control and logistics Manage the overall supply needs, services, and materiel requirements and conducts inventory of service equipment and property. Documents discrepancies and resolves errors and/or missing items. Develop written policy statements based on government regulations, standards and Joint Commission requirements. Provide technical and administrative supervision for at minimum of (5) Program Support Assistant Advises and provides counsel to employees regarding policies, procedures, and directives of management. Coordinate personnel actions, maintains personnel-related records, establishes performance standards/ competencies, recommends performance ratings, writes position descriptions, provides human resource advisory services to Chief Technologists, and handles matters involving recruitment. promotion, awards, position classification, training, counseling, disciplinary actions, grievances Research and interpret Labor Management responsibilities under the negotiated contract and coordinates all personnel management matters. Represents management at labor management meetings, provides information, resolves conflicts and problems that may arise, and assures management officials arc familiar with the negotiated agreement Approve master leave schedule assuring adequate coverage peak workloads and traditional holiday vacation time Appraise subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within grade increases, Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Serve as Contracting Officer Technical Representative, managing procurement and contracting for Biloxi, Mobile, and Pensacola Imaging Service Work with Contractors, prepares statements of work and maintains all contracting records for the Service. Reviews all contract proposals and agreements to assure accurate, budgetary, personnel and administrative arrangements Provide advice to Service staff on contracting and procurement policies, Federal Acquisition Regulation, and changes that affect the facility. Analyze prepares budget submissions, manage fund control point usage, and manages personnel space issues Formulate and submit draft budget plan for review and approval each fiscal year by the Service Chief, providing funding allocations projections for all imaging Services/Program needs, each supply and contractor fund con point. Conduct special studies and analyze complex problems of manpower, equipment, workload statistics. space utilization, Work Schedule: 7:30AM-4:30PM; Monday- Friday; Subject to change based on service needs to work schedule. This position is covered by AFGE bargaining unit. Per the AFGE Master Agreement, the Area of Consideration will be: 1st Area of Consideration - current permanent Gulf Coast Veterans Health Care System employees including satellites; 2nd Area of Consideration - current permanent VA Nationwide employees. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/17/2024 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. In addition to meeting the above requirements, you must also meet one of the following minimum requirements for the grade level that you are applying. To qualify at the GS-11 grade, you must have one year of specialized experience equivalent to the GS-9 level or higher and/or meet educational requirements or a combination of specialized experience and education. Specialized Experience: Experience providing administrative support such as being the first point of contact and routing information. Experience preparing, processing and reviewing documents. That may include legal documents, contracts, sharing agreements, billing information, medical records, or administrative records for completeness and accuracy. Experience utilizing electronic systems to gather, review, input, update, access, organize, process, and to maintain information to use litigation and/or to accomplish time or case management functions. Data mining, data analysis, data presentation and orders management. Proficient with excel, pivot tables, and the office suite package. Strong verbal and written communication skills. Experience in drafting issue briefs, heads-up and congressional responses. Clinical background with working knowledge of large healthcare system. Experience supervising the work of others including, supervision of 9+ staff. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Transcripts required. OR Combination of Specialized Experience and Education: Combination of specialized experience as described above and a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-11. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the 1 year of full-time study requirement. Transcripts required. Physical Requirements: The work is partly sedentary. It occasionally requires carrying of light objects such as files, books an papers; some walking, standing and bending,. Escorting patients to wards, appointments, or imaging rooms at times is requires due to emergency staffing situations. No special physical qualifications are required. The work is typically performed in an office/clinical setting.
