This Supervisory Administrative Officer (AO) is in the Community Care department at the Gulf Coast Veterans Health Care System. The primary purpose of this position is to assist in the management of the day-to-day administrative operations of the department. The Supervisory AO, in collaboration with the Chief of Staff, the Nurse Executive of Community Care, and the Business Manager, has the responsibility and authority for resource management matters.
Duties
Duties include but are not limited to:
Researches and analyzes complex program issues and identifies areas of concern independently, utilizing thorough analysis, and prepares and implements plans for resolution.
Serves as the Service Chief designee on various committees and sub-committees providing supporting data, program consultation and reporting for strategic objectives and performance improvement programs.
Incumbent provides oversight over administrative records such as timecards; leave requests, personnel action data, proficiency reports and other material.
Incumbent is charged with the responsibility of monitoring the Community Care staffing budget and operating within the authorized budget.
Delegates authority and complete responsibility to plan, schedule, and carry out major projects.
Develops written operating procedures and schedules to guide employees in their work, provides training, assigns, and coordinates the work.
Performs the full range of supervisory duties which include leave approval, writing performance standards, completing annual performance appraisals, disciplining/rewarding employee, etc.
Responsible for ensuring those employees within area of responsibility have completed mandatory training.
Incumbent coordinates the quality assurance program by data collection, data management, and monitoring, tracking, analyzing and interpreting data for detecting occurrences or patterns of Community Care program execution.
Administers the internal review, quality, and productivity initiatives for the service.
Ensures quality assurance issues pertaining to the service are documented, and appropriate follow-up action occurs regarding any problem, or recommendation found or made because of the facility's quality assurance activities.
Identifies problem and/or opportunities to improve care through such avenues as informal meetings, committee meetings, statistical data, occurrence screens, incident reporting, procedure case review, etc.
Provides for full administration of reporting, evaluation, and requirements associated with the accreditation of the Medical Center which includes Joint Commission standards, Office of Inspector General, and other surveying bodies.
Prepares procurement requests, evaluates proposals for work, and serves as COR for procurement and a variety of complex contracts, while also maintaining procurement and contracting records.
Coordinates the administrative aspects of office moves, office construction, and other facility improvements including furniture, equipment telephones, and short- term storage.
Prepares necessary documents for the accession and de- accession of property.
Acts as a Contracting Officer Representative (COR) for the Community Care department for multiple short and long-term service contracts.
Determines when contract termination is warranted and works to affect it.
Represents Community Care and the facility with respect to contract changes, adjustments, or settlements and assists with the resolution of contractor claims, delays, or suspension of work.
Establishes and oversees procedures for the receipt, review, and follow-up on requisitions for purchases from Federal and special funds.
Work Schedule: Full-Time, Monday through Friday, 8:00AM - 4:30PM - Subject to change based upon facility needs
Telework: VA supports the use of AD HOC telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for AD HOC telework. AD HOC Telework eligibility will be discussed during the interview process. AD HOC is determined by supervisor based upon facility needs. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

For the GS-11:Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Identify problem and potential problem areas and make expert recommendations based on foundational understanding of administrative concepts and practices.
Possesses knowledge of missions, organizations, programs, and requirements of health care delivery systems to evaluate and make recommendations.
Advise and instruct administrative personnel on policies, practices, procedures and controls for human resources, purchasing, supply and property management, records management, financial management and budget.
Prepare grammatically correct correspondence using knowledge of technical terminology used in professional and administrative fields.
Professionally and calmly manage administrative functions and the flow of information in a medical center setting with internal and external customers.
Applies analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning the efficiency, effectiveness and cost of program operations.

To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related (transcripts required).

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the second year or an excess of 36 credit hours (transcripts required).
