The Veterans Affairs (VA) Gulf Coast Health Care System (GCVHCS) serves the South-Central VA Health Care Network (VISN 16). The GCVHCS offers a full range of comprehensive health care services including Dentistry, Geriatrics & Extended care, Imaging. Medicine Services, Mental Health Services, Pathology & Laboratory Medicine Service, Primary Care, Rehabilitation Services, Specialty and Surgery. The GCVHCS offers several special medical programs.
Duties
Supports the Chief in performing a full range of human resource management requirements, providing comprehensive administrative and managerial assistance to other support staff.
Supports planning efforts in implementing new directives, Standard Operating Procedures (SOPs), policies and procedures.
Establishes administrative controls aimed at ensuring remedial actions are completed as proposed.
Performs frequent analysis of workload, workload data, resource allocation, program effectiveness, and advises leadership on information gathered.
Ensures that records, minutes, and schedules are maintained by the administrative staff.
Prepares and contributes to reports and other presentations on program planning and evaluation.
Serves as a budget and financial advisor to the Chief and other staff.
Supports the development, formulation, and provides the essential data for the annual budget forecast for submission based on studies of past expenditures.
Performs procurement and contracting administrative functions for the organization in preparing and reviewing purchase orders for supplies and non-expendable property
Provides feedback to key program managers as well as communicates their needs and views to upper management.
Coordinates regularly with fiscal service to ensure appropriate management of all fund control points.
Prepares written recommendations and delivers briefings on program analysis and recommendations to executive leadership.
Work Schedule: 8:00AM-4:30PM; subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/22/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience:
Experience with budgets, procurement, and contracting administrative functions.
Experience with administrative and human resources personnel management.
Experience with preparing ongoing and focused professional practice evaluations.
Experience implementing procedures and process improvement activities.
Experience in communication skills-written and oral.
OR
Education Substitution: Successfully completed Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related (transcripts required).
OR
Combination of Specialized Experience and Education: Combination of specialized experience as described above and graduate education as described above which totals at least one year. [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.]

Physical Requirements: The work is Principally sedentary, however some standing, sitting and walking may required by the position. Travel to local institutions and to other facilities within the VISN may occasionally be necessary. Most activities will be performed at a computer terminal. Work will normally be performed in an office. The AO must exercise caution in using computer equipment to avoid personal injury or damage to the equipment. Special safety precautions are not required. Occasional overtime may be required.
