The Office of Litigation Support is responsible for providing support to Division attorneys throughout all stages of litigation, including discovery and on site at trial in courtrooms across the U.S. The incumbent serves as the Assistant Director and case manager responsible for analyzing case requirements for the litigating teams of attorneys to provide expert guidance on technology required to meet the demands of the case. Assists the Director with strategic direction and program management.

Duties

The incumbent serves as the Assistant Director, Office of Litigation Support, Executive Office, Environment and Natural Resources Division. Responsibilities include but are not limited to: Supervising the work of Federal employees in the Office and assisting the Contracting Officer's Representative in the planning, directing, and oversight of technical and legal support contractors. Serving as the expert on the operating principles and requirements of available technologies and advising on a wide variety of systems and technologies including evidence management, electronic discovery, and trial presentations. Serving as the litigation support liaison between the Division, the Department, and other federal and state agencies. Advising and training attorneys and their clients regarding automated litigation requirements. Meeting with trial attorneys, senior attorneys, assistant chiefs, and other personnel to identify and discuss cases which require specialized litigation support, including impact on discovery and pre-trial and trial needs. Preparing annual and short-term budgets, monitoring funding levels, and maintaining current balances. Developing litigation and document management plans and preparing budget and work estimates for potential large scale support efforts.

Requirements

  • You must be a U.S. citizen or national.
  • You must complete a background investigation to include pre-employment drug testing.
  • Selective Service Registration is required, as applicable.
  • Supervisory probationary period required if not already served.
  • You must maintain a bank account for direct deposit of salary.

Qualifications

To qualify for GS-14: You must have one year of specialized experience at, or equivalent to, the GS-13 Federal grade level or above developing litigation support systems, data acquisition, and legal case analysis and presentation. Examples of specialized experience includes expertise with e-litigation applications, experience developing document management plans, experience with strategic planning and serving as a technical expert to case/trial teams. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skill and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time in Grade: Federal employees must meet time-in-grade requirements (one year at the next lower grade) by the closing date of announcement.
