The primary purpose of this position is to serve as a security specialist in a developmental capacity, providing information, industrial, personnel, and physical security program functions in support of the organization. Position will be developed to Security Specialist, GG-0080-09. All training must be completed, and regulatory requirements met prior to promotion.

Duties

DUTY 1: Performs recurring developmental assignments implementing and administering the Information Security Program for the organization. Interprets and implements regulatory guidance for classification management and safeguarding requirements. Interprets and prepares supplemental guidance as directed by DoD and HQ USAF. Conducts reviews of damage assessments, classification downgrading, declassification, and original classification authority (OCA). DUTY 2: In a developmental capacity, administers the Industrial Security Program for the organization. Reviews DD Forms 254, Contract Security Classification Specifications, for technical accuracy and sufficiency of classification guidance prior to approval. DUTY 3: In a developmental capacity, administers the Personnel Security Program for the organization. Initiates and reviews all requests for personnel security investigations consistent with directives. Ensures that requests for security clearances are properly screened and verified, and that all necessary forms and documentation have been completed before processing for clearances. DUTY 4: In a developmental capacity, implements and administers the Physical Security Program. Develops guidance and procedures that form the basis for the organization's physical security operations that meet directives, local conditions, and requirements. DUTY 5: In a developmental capacity, assists managers in implementing security education and motivation programs. Advises managers of security training requirements, changes in security procedures, publication of security directives, and enhancements designed to increase security awareness.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.

  • Must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI).

Qualifications

This position is a developmental position and may be filled at the GG-07, GG-09, or GG-11 level with promotion potential to the GG-11. The individual selected for this position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements. This is a position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-07 duties for the "Professional" work category are at the "Entry/Developmental" work level and are equivalent to those at the GS-07 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of the principles, policy, procedures and methodology of security administration and skill in applying practical knowledge of applied security principles, concepts, and methodologies. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. OR EDUCATION: GG-07 One full year of graduate level education or superior academic achievement OR COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable. GG-09 Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable. GG-11 Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of information, industrial, personnel, and physical security concepts, principles, and practices to plan and implement security programs in these areas. 2. Knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs. 3. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the installation. 4. Ability to communicate orally and in writing, clearly, concisely, and accurately. 5. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. CONDITIONS OF EMPLOYMENT CONTINUED: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
