Duties

The primary purpose of this position is: to serve as senior program managing Air and Space Expeditionary Force (AEF) operations during crisis, steady state, and exercise. Provides advice and assistance to AFPC leadership on deployment and contingency support requirements and ensures it complies with legal and regulatory requirements and meets customer needs Plans, organizes, and determines necessary policies, regulations, directives, programs, doctrine, and procedures for the AEF battle rhythm Responsible for AF and joint systems to ensure the efficient and effective deployment of AF forces Provides expert guidance on analysis of combatant commander Operational Plans (OPLANs) and ability of AF to fill a specific OPLAN or support a contingency operation Participate in a variety of air component, MAJCOM, and Air Staff meetings and conferences

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • Maybe required to irregular tours of duty to include 12-hour shifts and overtime during contingency and AF/OC heightened operations
  • TDY may be required to worldwide locations in support of combatant commander requirements
  • Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartment Information (SCI)

Qualifications

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Managment Positions series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge in Air Force methodology of the Air and Space Expeditionary Force for posturing forces and present presentation to the unified combatant commanders; knowledge of a wide range of qualitative and quantitative methods for the assessment, analysis and improvement of critical command plans and programs for participating in or conducting major operations such as mission and flight operations, apportionment of combat forces, deployment, mobilization, and contingency operations; knowledge of Air Force and military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence of timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of logistics management operations that involve planning, coordinating, or evaluating contingency support, logistics readiness deployment and execution of both personnel and equipment UTCs, war reserve materiel management, base/expeditionary support, sustainment, redeployment, mobility bags/small arms weapons, air terminal operations, and logistics command and control Knowledge of Joint, Air Force, and MAJCOM procedures and policies, for operational and exercise requirements to include goals and objectives as they relate to the Air and Space Expeditionary Force (AEF) and JFP concept of operations for both deliberate and contingency deployment planning Knowledge of Joint/Air Force Time Phased Forces and Deployment Data (TPFDD), DoD operational planning COPLAN) and contingency planning, MAJCOM exercise procedures and GCCS systems such as: Joint Operation Planning and Execution System (JOPES); Deliberate and Crisis Action Planning Execution Segments (DCAPES); and Execution and Crisis Action Sourcing Tool (ECAST) Knowledge of management principles and processes and the analytical and evaluative methods and techniques for assessing verification execution and improving organizational effectiveness and efficiency Skill in planning and organizing, gathering, assembling, and analyzing facts, drawing conclusions, conducting analysis, devising recommended solutions, and packaging the entire process into briefings, papers, or reports suitable for use and decision-making Ability to communicate effectively, both orally and in writing, to negotiate complex issues, and maintain good working relationships PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
