The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to National Guard Bureau (NGB)/ Air National Guard Readiness Center (ANGRC) Logistics Resource Integration Branch (A4PR), Resources Division (A4P), and other sections.

Duties
Plans, organizes, and directs the activities of Resource Integration Branch. Ensures that NGB/ANGRC A4P complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Represents NGB/ANGRC Logistics Resource Integration Branch with a variety of HHQ, Installation and functional area organizations.
Responsibilities include requirements determination/validation, programming, budgeting, and day to day program management exceeding $4 billion.

- This is a Financial Management Level III Certified position IAW the National Defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program

- "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of NGB/ANGRC Logistics Resource Division, to include logistics resources, programming and funding execution activities supporting national command authority tasking. Knowledge of safety and security regulations, practices, and procedures. Knowledge of laws, DoD directives, regulations, policies governing aircraft maintenance, comprehensive knowledge of Federal budget process, DoD Strategic Planning, Programming, Budgeting, and Execution Process (SPPBE), budget data systems, organizational structure and mission requirements of subordinate logistics functions and their relationship to other functional missions to ensure review, edit, revision and approval of logistics budget requirements.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of NGB/ANGRC Logistics Resource Division, to include logistics resources, programming and funding execution activities supporting national command authority tasking.
Knowledge of safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Ability to communicate effectively, both orally and in writing.
Knowledge of laws, DoD directives, regulations, policies governing aircraft maintenance, comprehensive knowledge of Federal budget process, DoD Strategic Planning, Programming, Budgeting, and Execution Process (SPPBE), budget data systems, organizational structure and mission requirements of subordinate logistics functions and their relationship to other functional missions to ensure review, edit, revision and approval of logistics budget requirements.
Ability to analyze, plan and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
