You will serve as a Program Analyst in the Program Office for Strategic and Theater Sealift (PMS 385) of PROGRAM EXECUTIVE OFFICE SHIPS.
This position is part of the Warfare Centers Personnel Demonstration Project. NH-04 is equivalent to GS-14/15.
This position has a Control Point (CP). The salary is capped at the GS-15 Step 05 (currently $185,824). See "Additional Information" section.
Duties
You will assist and work in a program office responsible for acquiring, designing, constructing, testing, and delivering the Expeditionary Fast Transport (EPF) and Expeditionary Medical Ship (EMS) ships.
You will implement, consistent with DoD 5000 series acquisition instructions, the EPF/EMS acquisition plan and platform specifications.
You will provide oversight and direction for acquisition planning scheduling, evaluation, monitoring, and timely delivery of completed platform(s).
You will develop a procurement plan for the acquisition phase, design, and production.
You will review the list of Government Furnished Materials (GFM) recommended for installation and manage program events to ensure that material, systems, equipment, and components are developed, procured, tested, and delivered.
You will brief senior program personnel, internal and external, to Team Ships, providing updates on the program.

- You will be required to obtain and maintain a current Department of Defense (DoD) Security Cooperation Workforce Certification in the SC Case Life Cycle Management Area of Concentration (AoC), level INTERMEDIATE.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13 equivalent) pay band in the Federal service or equivalent experience in the private or public sector managing or analyzing a new shipbuilding acquisition project to ensure program requirements (e.g. design, budgeting, acquisition milestones, construction, ship trials, contract execution, etc.) are met.
