About the Position: Position is TERM not to exceed 6 years. May be extended in 1 year increments up to 8 years and may be converted to a permanent position without further competition. Must meet requirements to conversion to permanent.
Duties
Serves as a Management Analyst for the Workforce Management Division. Aids the Division in getting things done through an extensive knowledge and understanding of the organization, methods, funds, and other tools or resources of management.
Develops, accumulates and analyzes a variety of statistical data including charts, graphs, or reports.
Establishes and maintains manpower database information for the Director including numbers of direct and indirect personnel, their whereabouts, and availability for accomplishment of programmed workload.
Drafts policy statements on administrative functions, which are subject to review and approval of supervisor.
Reviews and/or drafts revisions of regulations and/or policy on administrative matters.
Analyzes daily Time and Leave System variances/rejects; notes discrepancies and coordinates with supervisors/action officers for correction.
Coordinates and consults with division supervisors on administrative matters that can affect a workforce.
Screens all personnel action requests from subordinate divisions and completes actions not requiring the personal attention of the Director.
Conducts management surveys to determine compliance with agency regulation’s, procedures, sound management practices, and effective utilization of staff.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- Term employment is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: (1) Experience maintaining files and records; (2) Experience presenting training to individuals within an organization; (3) Experience reviewing organizational policies or regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as: Contract, Business, Accounting, Economics, Finance, Industrial Management or Marketing. (Note: You must attach a copy of your transcripts.).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
