You will serve as a SUPERVISORY PROGRAM ANALYST in the OFFICE OF THE DUPTY CHIEF OF NAVAL OPERATIONS of NAVMAT DSG.

Duties

You will perform all aspects of facility management as they relate to the day-to-day operations, policy, plans, training, and exercises. You will provide direct management and supervision of employees to address workforce planning tasks such as performance evaluations, recruitment, retention, and training. You will perform Contract Officer Representative (COR) duties for contracts related to the organization's mission. You will be responsible for all security programs, to include the proper management and oversight of the Sensitive Compartmented Information Facilities (SCIF) to protect information. You will be responsible for maintaining Risk Management Framework (RMF) authority to operate (ATO) certification for networks. You will coordinate with program of record offices and service providers for all information technology and communication capabilities related to the organization's mission. You will be responsible for submitting inputs and tracking execution of the Fiscal Year Planning, Programming, Budgeting and Execution (PPBE) process across the future years defense program (FYDP).

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Supervising working groups to establish objectives, set priorities and allocate resources, such as materials, equipment, financial resources, inventory, human skills, production resources, or communication/information technology (IT) to meet mission requirements and manage risks; 2) Developing strategic and long range plans that are coordinated with host command, other tenants, service providers, program of record offices, and other supporting departments/agencies; 3) Completing Fiscal Year Programming for Budget and Execution planning cycle to ensure adequate funding; 4) Managing security programs, policies and regulations for personnel, information and facility security; and 5) Communicating effectively to articulate, present, and provide information to a wide range of audience.
