This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA JC/JOINT STAFF SUPPORT CENTER.

Duties

Provides Joint Staff with survivable and endurable NPES support for strategic-level command, and control and continuity of operations expertise and planning support to the National Military Command Center (NMCC) Nuclear Operations. Establishes, develops, and maintains working relationships with Government and Civilian agencies, Office Secretary of Defense (OSD), Joint Staff Services, and Combatant Commanders concerning all aspects of NPES operating practices. Exercise scenario developer responsible for all aspects of programming NPES-based NC2 modeling and simulation scenarios, ensuring they meet requirements throughout the training, exercise, and assessment event development process. Supports the Primary Adaptive Planner, facilitates coordination between the Strike Advisor, Battle Staff Coordinator, the Adaptive Planner, the Intelligence cell, and the JAG when adaptive planning events are tasked. Provides strategic guidance, advice, and policy interpretation, developing solutions to especially complex problems of program improvement to DoD, Joint Staff, and COCOM personnel. Provides detailed assessments to address the extent of damage and causalities from detonation events using the Integrated Weapons of Mass Destruction Toolset (IWMDT). Serves as an active member of the JSSC Nuclear Analyst team. Acts as a liaison and advisor to various interagency and intergovernmental organizations on Joint Staff support capabilities and mission requirements and representing the organization during visits with government and industry representatives.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Top Secret/ SCI security clearance required.
  • This position is a Drug Testing Position.
  • This is a Mission Essential position.

Qualifications

In order to qualify for this position, you must meet the requirements described below. Qualifying Experience: To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Expert knowledge of the policies, procedures and methodologies pertaining to multiple levels, and use, of Nuclear Planning and Execution Systems (NPES) software and Emergency Action Procedures. Mastery knowledge of a wide range of qualitative and quantitate methods for assessment and improvement of Joint Staff NPES-based NC2 program. Expert skill in applying and use of Integrated Weapons of Mass Destruction Toolset software with working knowledge in SQL, Oracle database, UNIX/Red Hat operating systems, and Nuclear Execution Reporting Plan (NEREP) messaging. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. Education

There is no substitution of education for the qualifying experienceat the GG-13 grade level.
