About the Position: Mission and Installation Contracting Command (MICC) - Fort Eustis oversees eleven contracting offices within the MICC, providing them with contract support, business advice, and acquisition oversight. The MICC provides Army Commands, installations, and activities with responsive contracting solutions and oversight.
Duties
Serve as a subject-matter expert for all contracting matters within the organization.
Analyze contract methods to procure large, highly complex equipment systems, programs or services where little or no contractual precedent exists.
Conduct extensive negotiations during all phases of the procurement process.
Monitor subcontracting for compliance with plans.
Present sensitive recommendations to higher authority, to obtain compliance with policies.
Perform detailed analysis of proposals received to ensure strict compliance with specifications on negotiated procurements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- Business travel will be up to 15% of the time.

Basic Requirement for a Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
QUALIFICATIONS FOR A GS-09:
Specialized Experience required for GS-09:One year of specialized experience which includes: 1) Experience performing pre-award procurement by applying contracting principles, laws, regulations and procedures for supply and services; and 2) Experience negotiating contract prices, terms and conditions; and 3) Experience implementing contractual regulatory guidance and processes for the procurement of goods and services. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
QUALIFICATIONS FOR THE GS-11:
Specialized Experience required for GS-11:One year of specialized experience which includes: 1) Experience performing pre-award procurement by applying contracting principles, laws, regulations and procedures for complex supply and services; and 2) Experience negotiating contract prices, terms and conditions and cost/price analysis; and 3) Experience performing Post-award contract administration and close-out processes. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
QUALIFICATIONS FOR THE GS-12:
Specialized Experience required for GS-12: One year of specialized experience which includes: 1) Experience performing pre-award or post-award procurement functions; and 2) Experience evaluating cost analysis to conduct negotiation of contract prices, terms and conditions; and 3) Experience implementing contractual guidance and processes for the procurement of goods and/or services. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07 to qualify for the GS-09; GS-09 to qualify for the GS-11; OR GS-11 to qualify for the GS-12 position).
