The primary purpose of this position is deliver and support Agile, War-Winning Capabilities in AFMC by providing financial management services to all personnel, programs, support missions, associates, and external customers for the AFMC.
Duties
DUTY 1: Collects, prepares, maintains, manipulates and interprets comprehensive financial reports and statements, variance analyses, Requests for Information (RFI's) and financial trend analyses about the budget and programs of assigned organizations. Provides authoritative financial analysis and guidance for one or more future budget years to inform decision-making by leadership.
DUTY 2: Serves as a consultant and technical Subject Matter Expert (SME) in financial management to functional experts and/or agency officials responsible for program operations. Provides management officials with professional financial advice and assistance related to the impact of financial transactions and budgetary changes on program solvency and viability in changing environments.
DUTY 3: Effectively prepares, assembles and conveys information in support of formal presentations of budgets, requests for information and formal reviews with higher echelons. Ensures the final products meet stated objectives and are timely, complete, logical, properly documented, and of professional quality.
DUTY 4: Evaluates and advises and assembles background data on the impacts of pending and current Congressional, OMB, DOD, USAF and Comptroller General decision and recommends courses of action. Accurately compiles and summarizes narrative information and quantitative budget-related data in accordance with prescribed procedures and regulations.

- A Bachelor’s (Undergraduate) Degree in Business Administration, Economics, Finance, Accounting or other related fields and a strong Budget Analyst background is highly desirable
- This position follows the HQ AFMC/FM Directorate policy on telework, which requires a minimum of three days of in-office presence, per week, at the duty location of HQ AFMC, Wright-Patterson AFB, Dayton, Ohio
- This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206)

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in analyzing, recommending solutions, and accomplishing workload for the assigned organizations, objects classes, substantive programs, and support activities. Performing a wide variety of cost and budget review functions, conducting analyses and special studies, and providing reports, database tools, advice, and guidance to field finance offices.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations. Skill in preparing written briefings and reports to communicate the potential effects of budgetary actions and functional project status for management review.
2. Knowledge of commonly used budgetary methods, practices, precedents, procedures, regulations, policies, briefing formats and processes to formulate, justify and execute assigned budgets to support the mission, structure, goals, work processes and programs of supported activities/organizations.
3. Ability to conduct studies; gather, assemble, and prepare estimates; extract, organize, and analyze data from a variety of non-evident sources; develop alternate options/strategies; and make recommendations to resolve financial problems and budget/manpower issues. Ability to select and apply analytical methods and techniques to rapidly changing circumstances to maintain agility and create decision space for leadership.
4. Knowledge of commonly used budget, automated financial systems, and performance metric procedures, regulations, precedents, policies, and guides to perform financial management tasks.
5. Skill in the analysis and resolution of complex problems; selecting and applying a variety of analytical methods and techniques to budgetary processes.
6. Comprehensive knowledge of OMB, Congressional, and agency financial management and program objectives, budget precedents and controls, guidelines and regulations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
