About the Position: As a Program Manager, you will support command Ready and Resilient efforts to include assigned programs (i.e. Integrated Primary Prevention, Suicide Prevention, Risk Reduction, Alcohol and Drug Prevention, Sponsorship and Transition Programs, Strategic Communications and selected analytical efforts) and the development of program policy and guidance. This position is located at HQ U.S. FORSCOM in Fort Liberty, North Carolina.
Duties
Oversees program planning, management, analyses, evaluation and execution of the FORSCOM Ready and Resilient efforts.
Prepares and monitors Ready and Resilient (R2) Division program budget and resources.
Oversee Strategic Campaign Plan, Comprehensive Integrated Prevention Plan, and other strategic planning requirements for the organization.
Serves as the lead for Quality of Life and non-appropriated funds (NAF), morale welfare and recreation (MWR) responsible for synchronizing FORSCOM participation and responses.
Exercises management and operational control and strategic planning, review, study, and analysis over assigned programs/projects for the organization.
Provides oversight in the development and accomplishment of program policies, plans, procedures, milestones, and timelines.
Participates in meetings and conferences to develop policies, procedures, recommendations, brainstorm issues/resolutions, and to effect necessary changes in the planning, operation, economy, effectiveness, and efficiency of program/mission.
Provides professional advice, and serves as the principal advisor and key partner in the command’s strategic integration planning and decision-making process.
Collaborates with stakeholders to ensure appropriate interests are represented, functional requirements are included in program/project analyses and designs, business practices are addressed and/or redesigned.
Exercises the full range of delegated personnel management responsibilities for the Ready and Resilient (R2) Division to include the Integrated Prevention Advisory Group.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG).
- A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This position is subject to a mobility or rotation agreement as a condition of employment. You will be required to relocate based on management needs for the duration of employment in this or successor positions.
- You will not be required to move to a different geographic location more than once every three years. Your preference, career objectives, and compelling personal needs may be considered, but are not binding on management.
- Future assignments will be to a position at the same permanent grade or higher-grade dependent upon eligibility.

Specialized Experience: One year of specialized experience equivalent to the GS-14 grade level in the Federal service which includes experience participating in the planning, designing, and execution of various command programs (i.e. Integrated Primary Prevention, Suicide Prevention, Risk Reduction, Alcohol and Drug Prevention, Sponsorship and Transition Programs, Strategic Communications and selected analytical efforts); overseeing command operations, activities, and projects to include Quality of Life, non-appropriated funds (NAF), Morale-Welfare-Recreation (MWR), and Soldier and Family Programs and developing program policy and guidance.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
