Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties.

Duties

The primary purpose of this position is: As an Air Reserve Technician (ART) Officer, to perform duties and responsibilities in dual status as Deputy to the Force Generation Center (FGC) Commander and senior advisor/analyst for the planning, organizing, coordinating, and managing of the Force Generation Center. Additionally, provides training to reservists in the accomplishment of the tasks set forth herein. DUTIES: 1. Serves in a dual capacity as the deputy to the Commander of the Force Generation Center (FGC), and as senior advisor to the FGC Commander on new business strategies and transformation initiatives. 2. Plan, develop, and implement strategies for operational management and development to ensure the FGC meets organizational metrics and goals. 3. Conducts studies and manages projects which are of special significance to the FGC mission such as planning and coordinating new missions and resources. 4. Serves as a senior advisor to the FGC Commander/AFRC Commander/Vice Commander and senior staff, providing counsel and guidance to them on all issues concerning the generation of AFRC capability to support external and internal requirements and on solutions to controversial and/or highly sensitive issues. 5. Exercises supervisory personnel management responsibilities. Represents HQ AFRC in negotiations and discussions DoD, USAF, ANG, MAJCOM and other agencies in regard to the policies, processes and laws affecting generation and oversight of AFRC forces.

Qualifications

This position is obligated to the former incumbent and has return rights to this position under 10 U.S.C. 1586. Upon the employee's return you are subject to being displaced from this obligated position. Every effort will be made to find an equivalent position for you at the same grade for which you qualify within the commuting area without loss of seniority, status, or tenure. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration & Program, series 0301. SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-13) or equivalent. Specialized experience must include having the expert knowledge of a wide range of military concepts, principles, laws, and regulations of strategic, operational, and long range planning methods, processes, and knowledge in the application of the capabilities, limitations, and techniques for employment of unit and individual reservist combat capability including training requirements, contingency planning and readiness requirements. Serves as the recognized authority in the analysis and direction of FGS programs and issues regarding data systems and force capability. This definition of specialized experience is typical of work performed at the GS-13 or above grade/level or equivalent position in the federal service. Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the next lower grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of a wide range of concepts, principles, practices, laws, and regulations of strategic, operational, and long range planning methods, processes, and analytical techniques. 2. Ability to objectively analyze information, identify new developments, and direct appropriate program actions. 3. Knowledge of planning, organizing, and directing work and negotiating effectively with the AFRC staff and counter parts at DoD, HQ USAF, MAJCOMs, ANG, and other agencies. 4. Ability to develop effective policies, goals, and sound management practices to successfully direct all of the functions of the Force Generation Center. Ability to plan, organize, and direct the functions and to mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 5. Knowledge of personnel management principles as they relate to supervisory duties. Ability to communicate effectively both orally, and in writing. 6. Skill in establishing and maintaining effective working relationships. Knowledge of and skill in the application of the capabilities, limitations, and techniques for employment of unit and individual reservist combat capability including training requirements, contingency planning and readiness requirements. OTHER SIGNIFICANT FACTS: 1. This is an Air Reserve Technician (ART) officer position. Incumbent must meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities. Work schedules will be so aligned to allow the individual to function fully on unit training assembly (UTA) weekends. 2. The incumbent may be required to fly in military or commercial aircraft to perform temporary duty (TDY) assignments. 3. Must possess a high degree of tact and diplomacy and demonstrated leadership and managerial abilities to successfully direct and manage the FGC. 4. This is a designated mobility position. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion as directed by HQ AFRC. 5. This is an AFRC key management position in which the incumbent is required to formulate, determine, or influence policies of the assigned unit. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
